Abstract:

Legislative urbanization has made the central heating system in certain buildings of size compulsory for purposes such as minimizing environmental problems, saving resources, reducing external dependence and protecting the consumer.  The failures in the application of the arguments that will provide the benefits that the lawmaker expects in practice are returning to the users of the independent section as a foam of legal problems. While Ferdi is a specialized legal entity that operates on the basis of permission and authority of all initiatives received from the administration in heating systems, a significant part of the initiative in the central heating systems is in the practice that it is in managers with no legal personality and an executive authority brings many problems. The grey areas in the legal norms that regulate the central heating system in some cases result in unfair consequences.
