Abstract:

The results of the International Student Assessment Program (PISA), first implemented in 2003 and repeated every three years, are quite comprehensive indicators used in the comparison of students’ knowledge and skills levels between countries, in the determination of educational policies and in the detection of the strong and weak aspects of educational systems. The International Student Assessment Program measures the performance of students in different fields, while also collects data of many input, such as the substructs and human resources that affect the education of the participating countries. In this study, according to the last three periods of the International Student Assessment Program, the position of Turkey among the members of the Economic Development and Cooperation Organization (OECD) in terms of the effective use of educational resources, the change in the rate of activity over the years has been studied with the help of data coverage analysis. It also has been examined in which entrances Turkey should go to change. The study used the student test results and school survey data from the OECD countries participating in the 2009, 2012 and 2015 periods of the International Student Assessment Program. The study found that Turkey was unable to use its resources effectively in every three periods and that its efficient use rate was significantly below the overall OECD average. It is also found that the activity rate of Turkey has dropped significantly in the 2015 application. For each of the three semesters, Turkey has to reduce the student/learning ratio.
