Abstract:

If one of the greatest problems of the independent cinema is the distribution, how does the Law on the Assessment and Classification of the 5224 Films Reorganized by Modification produce a solution to this problem? What changes are based on? Are these changes enough to eliminate the main problems of the film industry? The study aims to discuss in general the forms of consolidated silence, production, distribution and performance conditions of the independent cinema with the Law No. 5224. For this purpose, the theoretical framework on the transformation of the film industry is first placed and the state support and funding structure that makes the industry stronger is examined. In the study, the sources related to the Turkish film industry are addressed by the literary scan method and existing problems are identified and recommendations are presented. Quantitative data related to the film industry is obtained from the independent film organization Antrakt, the European Visual Hearing Observatory’s report and the official sources of the Ministry of Culture. In the light of these data, the assessments show that the economic growth that the Turkish Cinema has experienced, increases the distance of independent films with the curtain, and adds new to the existing production, distribution and show problems. It can be said that the amended law, reduced to the problem of producers receiving more shares, has only a character that produces a solution to the problem of unbalanced economic growth and remains insufficient in the distribution or display issues.

As known, one of the most significant problems of independent cinema is the distribution, how does the Law No. 5224 on Assessment and Classification of Motion Pictures, which has been amended, bring a solution to this problem? What problems are the modifications made based on? Are these modifications sufficient to eliminate the fundamental problems of the cinema industry? The study aims to discuss the empowered forms of silencing and production, distribution and screening of Independent Cinema with Law No. 5224. For this purpose, the theoretical framework for the transformation of the cinema industry is provided initially, and the state support and fund structure that empowers this industry are examined. In this study, resources related to Turkish cinema industry are discussed through literature review and existing problems are identified with suggestions presented. Quantitative data on the cinema industry are obtained from the official sources of the independent cinema company Antrakt, the European Audiovisual Observatory Report and the Ministry of Culture. The evaluations carried out by using the mentioned data; it is seen that the economic growth of Turkish Cinema has further expanded the distance of the independent films with the screen and existing production, distribution and screening problems have increased. It can be said that the law amended by only focusing on the problem of producers and them to receive more shares is only a result of unbalanced economic growth. And this amendment provides a solution to the problem, however it is inadequate to solve the problems experienced in distribution or screening.
