Some management practices that have been seen in the private sector were transferred to the public administration within the administrative reform that took place in Turkey. The main objectives of this transfer is to ensuring effectiveness, efficiency and economy in public administration. The new understanding of management is essentially based on the critique of traditional public administration. In this process, performance system takes a special place in the strategic management approach, which is tried to be gained by public administration, through strategic planning. With this in mind, our study focuses on the performance system which is desired to be improved and widespread in public administration in Turkey. In this study, the applications that have been implemented so far in this field are evaluated in various dimensions. Within the scope of the research, relevant literature search has been made and theoretical and empirical studies and current data have been evaluated. As a result of the research, it has been seen that some of the problems that arise in the performance system in public administration reforms in different countries also occur in Turkey. It can be argued that these problems are mainly due to the nature of public services. However, when the change is examined, it can be stated that public administration will no longer be able to return to its traditional structure. Therefore, what needs to be done is to adapt the performance management mechanisms and tools to the current system considering the characteristics of public administration. The degree of success of existing instruments and new practices should be determined according to the results of citizen satisfaction surveys which are applied local and nation-wide.
