As a technique which always analyses weak and strong side of the organization, actions happening outside so that organizations stay strong and prepared against fast changes, strategic planning or concept of strategic management has been performed in private sector in order to increase effectiveness and efficiency since 1950s. Strategic planning after 1980 became a subject in the domain of public administration and began to be performed. This happened as traditional public administration lost its ground and gave its place to the concept of new public management. Strategic planning in Turkey started to find its place in national planning system in 2000s. For this purpose legal and managerial infrastructure was made and strategic planning became compulsory for public organizations. in this study, the process in which strategic planning found its place in turkey's planning system was examined. The method was to analyze the results of practice and legal legislation framing the subject. According to the results; prepatory work of strategic planning which means a conceptual transformation in the planning domain of Turkish public administration has been continuing while there are some difficulties placing obstacles in the way of advantages and opportunities
