In the first half of the 2000s, Turkey has made important reforms in public administration. In this context, public financial management has been rearranged with the Law No. 5018 on Public Financial Management and Control. Law No. 5018 includes some provisions that affect the structure and operation of the administration as well as the regulations on public financial management. In this context, in order to ensure the continuity of institutional planning and to ensure the continuity of the institutional level, which is felt as a lack of administration, the 9th article of the Law is obliged to make a strategic plan for public administrations. In the past, a regulation was issued to determine the procedures and principles expressed in 2006. In 2018, a new regulation called “Plan Regulation on Procedures and Principles Regarding Strategic Planning in Public Administrations” was issued by the Ministry of Development and the first regulation was repealed. No. 13 on July 24, 2018, published in the Official Gazette No. 30488 Presidency Decree on the Organization of the Strategy and Budget Presidency plan and strategic planning issues are included in the task of the Strategy and Budget Presidency. In this study, after made public the introduction of strategic planning cases in Turkey, the differences between the two regulations will be set forth in regulations issued on the subject and will be evaluated. In addition, with the Presidency Government System will have been focus on the changes experienced in the field. Literature screening method was used in the study. The aim of this study is to explain the new situation which will be caused by the changes in strategic planning and to contribute to the literature. In this respect, it has been concluded that the activities related to strategic planning are increased and more responsibilities are imposed on public managers.
