‘New Public Management’ approach keeps dissemination in the field without radically separation from the traditional public administration approach. New approaches that are transferred from countries in the center institutionalize within dynamics of the periphery country as in the Turkey. Development and priorities of these new approaches in the periphery country can be different. Periodically prepared strategic plans in the public sector are significant source to reveal this development and the priorities. Purpose of the study is to reveal to what extent the new public management approach is reflected to the strategic objectives and in which main topics this approach becomes the issue of strategic objectives. Strategic objectives related to general management field of 12 strategic plans of five metropolitan municipalities were analyzed. 15 main topics that can be indicators of the new public management approach were found out like efficiency and effectiveness, performance based management, participative management, citizen satisfaction. The study signified new public management was represented primarily in which main topics based on the intensity of these topics in the strategic objectives. On the other hand, objectives associated with the public governance were observed in the strategic plans of the municipalities.
