1924’te Terakkiperver Cumhuriyet Fırkası ve 1930’da Serbest Cumhuriyet Fırkası deneyimlerinin başarısızlıkla sonuçlanması, Türkiye’nin çok partili bir düzene henüz hazır olmadığını ortaya çıkarmıştır. Takip eden dönemde, karar vericiler arzu edilen projelerin başarılabilmesi adına ülkenin daha güçlü bir siyasal iktidar anlayışı içinde idare edilmesini gerekli görmüşlerdir. Bu sebeple Türkiye, 1930’lardan 1945’lere kadar, çok partili sistemin tüm yetki ve sorumluluklarını kendi üzerine almış olan Cumhuriyet Halk Partisi tarafından tek parti idaresi altında yönetilmiştir. Türkiye’de çok partili düzenin kurulması ise ancak sistem değişikliği için gerekli ortamın oluşmasından sonra mümkün olabilmiştir. Bu çalışmada, Cumhuriyet Halk Partisi Tokat Milletvekili Ali Galip Pekel’in, Partinin Kayseri Bölge Müfettişi olarak görev yaptığı dönemde kaleme almış olduğu raporu incelenmiştir. Galip Pekel, Kayseri ve Niğde illerinde yapmış olduğu incelemeler neticesinde hazırladığı raporunda, vatandaşların çok partili sisteme geçiş evresinde CHP’den uzaklaşmasına sebebiyet veren hoşnutsuzlukları ve bu hoşnutsuzlukları ortadan kaldırabilecek çözüm önerilerini ortaya koymuştur. Bu bağlamda çalışmanın, bahsi geçen dönemin daha iyi anlaşılması hususunda katkı sağlaması umulmaktadır.
The failure of the both experiences, Progressive Republican Party in 1924 and the Free Republican Party in 1930, had revealed that Turkey was not ready for a multi-party system yet. In the following period, the decision makers had considered that the country should be managed in a stronger sense of political power in order to achieve the desired projects. For this reason, Turkey had been ruled by the Republican People's Party from 1930s until 1945 under the single-party administration, which had all the powers and responsibilities of the multi-party system on its own. The establishment of a multi-party system in Turkey had been only possible after, the completion of the necessary reforms for the regime and the environment for system change was established at the end of World War II. In this study, the report of the Republican People's Party Tokat deputy Ali Galip Pekel, who received a stay at the time when the Party served him as the Kayseri District Inspector, has been examined. In the report prepared by the results of the examinations made at Kayseri and Nigde provinces Galip Pekel had presented, the discontents which caused people drifting away from RPP in the period of transition to the multi-party system and the suggestions of solutions that could have removed the discontents. In this context, it is hoped that the study is expected to contribute to a better understanding of the mentioned period.
