Abstract:

The failure of the both experiences, Progressive Republican Party in 1924 and the Free Republican Party in 1930, had revealed that Turkey was not ready for a multi-party system yet. In the following period, the decision makers had considered that the country should be managed in a stronger sense of political power in order to achieve the desired projects. For this reason, Turkey had been ruled by the Republican People's Party from 1930s until 1945 under the single-party administration, which had all the powers and responsibilities of the multi-party system on its own. The establishment of a multi-party system in Turkey had been only possible after, the completion of the necessary reforms for the regime and the environment for system change was established at the end of World War II. In this study, the report of the Republican People's Party Tokat deputy Ali Galip Pekel, who received a stay at the time when the Party served him as the Kayseri District Inspector, has been examined. In the report prepared by the results of the examinations made at Kayseri and Nigde provinces Galip Pekel had presented, the discontents which caused people drifting away from RPP in the period of transition to the multi-party system and the suggestions of solutions that could have removed the discontents. In this context, it is hoped that the study is expected to contribute to a better understanding of the mentioned period.
