Osmanlının Balkan coğrafyasındaki Sırp, Hırvat, Karadağ, Bulgar gibi Ortodoks Slavlar kültürel ve dini özerklik talebiyle silahlı ayaklanma başlatmışlardı. Bu talepler kısa süre sonra siyasi taleplere dönüşerek, bağımsızlığı amaç edindiler. Rusya, Balkan coğrafyasındaki, Slav grupların taleplerini arka planda destekleyen ve bu talepleri gündeme getiren devlet konumundaydı. Hâkimiyetine karşı Balkan coğrafyasında silahlı mücadele başlatan Slav grupların hareketlerini durdurmak için Osmanlı Devleti askeri güç kullandı. Osmanlı güçleri ayaklanmacıları yenilgiye uğratınca, Rusya devreye girerek, askeri harekâtın durdurulmasını istedi. Rusya, askeri harekât durdurulmadığı takdirde ayaklanmacılardan yana taraf olacağını bildirdi. Bu gelişme üzerine soruna çözüm bulmak için Avrupalı büyük devletlerin girişimi ile İstanbul ve Londrada konferanslar düzenlendi. Konferanslarda alınan kararları Osmanlı Devleti tanımadı. Bunun üzerine Rusya, Osmanlı Devletine savaş ilan etti. 1877-1878 Osmanlı-Rus Savaşı olarak bilinen savaşta, Rusya. Osmanlı Devletini ağır bir yenilgiye uğrattı. 1878de yapılan Ayastefenos ve Berlin barış antlaşmaları ile savaş sona erdi. Osmanlı Devleti bu savaş neticesinde, Rusyaya harp, esir iaşesi ve şahsi olmaz üzere üç çeşit tazminat ödemeyi kabul etti. Tazminatların ödeme şekli konusunda, Osmanlı Devleti ile Rusya arasında 1882de İstanbulda sözleşme imzalandı. Sözleşmeye göre Osmanlı Devleti, bazı vilayet ve sancaklardan aldığı aşar ve ağnam vergilerinin gelirlerini tazminatlara tahsis etti. Bu çalışmada; Osmanlı belgeleri ve yazılı materyaller ışığında, tazminatların toplanması, ödenmesi konuları ile ödenemediğinde karşılaşılan siyasi ve ekonomik sorunlar incelenmiştir.
Orthodox Slavs in the Balkan geography of the Ottoman, such as Serbia, Croatia, Montenegro, and Bulgaria, began armed rebellion with the demand for cultural and religious autonomy. These demands soon turned into political demands, aiming for independence. Russia was in the position of a state in the Balkan geography, supporting the demands of Slav groups in the background and presenting these demands. The Ottoman State used military force to stop the movements of Slav groups that began armed struggle in the Balkan geography against its sovereignty. When the Ottoman forces defeated the rebels, Russia took action and demanded the stop of the military movement. Russia said it would be a party to the rebels if the military movement was not stopped. Conference was held in Istanbul and London with the initiative of European major states to find a solution to the problem on this development. The decisions taken at the conference were not recognized by the Ottoman State. Russia declared war on the Ottoman State. 1877–1878 the Ottoman-Russian War of Russia. The Ottoman government was a heavy defeat. The war ended in 1878 with the Treaties of Peace between Ayastefenos and Berlin. The Ottoman State, as a result of this war, agreed to pay three kinds of compensation to Russia, including harp, prison and personally. In 1882, an agreement between the Ottoman State and Russia was signed in Istanbul. According to the Convention, the Ottoman State has allocated the income of the excess and wood taxes received from some provinces and sanctuaries to compensations. In this study; in light of the Ottoman documents and written materials, the political and economic problems faced when the subjects of the collection of compensations, the payment of them are not paid.
