Balkan Savaşları başlamadan önce Romanya için en önemli konu Güney Dobruca meselesi idi. 1878 Berlin Konferansında Rusya, Güney Dobruca’nın Romanya’ya verilmesini engelleyerek Özerk Bulgaristan Prensliğinde kalmasını sağlamıştı. Balkan Devletleri Birinci Balkan Savaşında Osmanlı İmparatorluğuna saldırdığında Romanya Krallığı, kendi çıkarları açısından tarafsız kalmayı tercih etmişti. Buna rağmen Romanya, Balkan Savaşında sınırların Osmanlı Devleti aleyhine değişmesini kabul etmeyeceğini deklare etmiştir. Savaş sonunda Balkan Devletlerinin yeni topraklar kazanmaları durumunda, Romanya da Güney Dobruca’nın kendisine verilmesini talep etmiştir. Bu durum da İkinci Balkan Savaşının önemli nedenleri arasında yer alacaktır. İki Balkan Savaşı arasındaki dönemde Büyük Güçler’in arabuluculuk diplomasisi başarı sağlamamış Bulgaristan’ın Sırbistan ve Yunanistan’a saldırmasıyla savaş yeniden başlamıştır. Romanya’nın savaşa katılmasıyla Bulgaristan iki ateş arasında kalarak ateşkes istemek zorunda kalmıştır. İkinci Balkan Savaşında yenilen Bulgaristan, Osmanlı Devleti ile İstanbul Antlaşmasını diğer Balkan devletleri ile de Bükreş Antlaşmasını imzalamıştır. Before the Balkan Wars began, the main issue for Romania was the South Dobruca issue. At the 1878 Berlin Conference, Russia prevented the submission of the southern Dobruca to Romania, ensuring that it remained the Princess of the Autonomous Bulgaria. When the Balkans attacked the Ottoman Empire in the First Balkan War, the Kingdom of Romania preferred to remain neutral in terms of its own interests. However, Romania has declared that it will not accept the change of borders against the Ottoman State in the Balkan War. In the end of the war, if the Balkans gained new territories, Romania also demanded the Southern Dobruca to be granted. This will be one of the main causes of the Second Balkan War. During the period between the two Balkan Wars, the diplomacy of mediation of the Great Powers failed to succeed, and the war began again with the Bulgarian attack on Serbia and Greece. With the participation of Romania in the war, Bulgaria was forced to ask for a ceasefire, staying between two fires. Bulgaria, defeated in the Second Balkan War, has signed the Treaty of Istanbul with the Ottoman State and the Treaty of Bucharest with the other Balkans.
