Koronavirüs (covid-19) Salgınının Ekonomi ve Kamu Maliyesine Etkilerinin Kümeleme Analizi ile İncelenmesi

2019 yılının Aralık ayında Çin’de ortaya çıkan Covid-19 salgını, kısa bir süre içerisinde dünyanın tamamına yakınını etkilemiştir. Geçen zamanda ekonomide birçok sektörde daralmalar ortaya çıkmış, neticesinde çoğu ülkede yüksek işsizlik ve enflasyon oranları görülmeye başlanmıştır. Salgınla mücadelede sağlık sektörünün artan giderleri, kamu harcamalarında yüksek oranda artışlar meydana getirmiştir. Kamu harcamalarının finansmanı için borçlanma ve para arzını genişletme yolunu tercih eden çoğu ülkede, enflasyon oranında artışlar görülmüştür. Bu çalışmada, dünyanın en büyük yirmi ekonomisi, makroekonomik veriler ve kamu maliyesi göstergelerinden yola çıkılarak karşılaştırılmıştır. Bu bağlamda Covid-19 salgını öncesi, salgının başlangıç dönemi ve salgının başlangıcından sonraki dönem olmak üzere üç farklı zaman dilimi Hiyerarşik Kümeleme Analizi ve Hiyerarşik Olmayan Kümeleme Analizi yöntemlerinden K-Ortalamalar metodu kullanılarak ayrı ayrı incelenmiştir. Bulgularda, makroekonomik göstergelerle elde edilen kümelerde, kamu maliyesi göstergeleri ile elde edilen kümelere göre ilgili dönemler arası ülke geçişlerinin daha fazla olduğu görülmüştür. Ayrıca Türkiye’nin makroekonomik, Japonya’nın ise kamu maliyesi göstergeleri açısından her dönemde tek başına bir küme oluşturduğu ve diğer ülkelerden ayrıştığı saptanmıştır.

The Covid-19 epidemic, which occurred in December 2019 in China, in a short time affected almost the entire world. Recently, a number of sectors in the economy have been shrinking, resulting in high unemployment and inflation rates in most countries. The increased expenditure of the health sector in the fight against disruption has led to a high rate of public expenditure. In most countries that prefer the way to extend debt and money supply for public spending, inflation has seen increases. This study compared the world’s twentieth largest economies based on macroeconomic data and public budget indicators. In this context, three different periods of time, prior to the Covid-19 epidemic, the beginning period of the epidemic and the post-epidemic period, have been studied separately from the methods of the Hierarchic Compilation Analysis and the Methods of the Non- Hierarchic Compilation Analysis, using the K-Middle Method. The findings showed that in the collections obtained by macroeconomic indicators, the relevant inter-period transitions were greater than in the collections obtained by public budget indicators. In addition, it has been found that Turkey is a single crowd in each period in terms of macroeconomic and Japan is separated from other countries in terms of public financial indicators.

Covid-19 outbreak, which occurred in China in December 2019, affected almost the entire world in a short time. In the past period, many sectors of the economy have contracted, resulting in high unemployment and inflation rates in many countries. Increasing expenditures of the health sector in the fight against the epidemic caused high increases in public expenditures. Most countries that have opted for borrowing and expanding the money supply to finance public expenditures have seen increases in the rate of inflation. In this study, the world's twenty largest economies are compared based on macroeconomic data and public finance indicators. In this context, three different time periods, namely before Covid-19 outbreak, the initial period of the epidemic and the period after the outbreak, were examined separately using the Hierarchical Clustering Analysis and Non-Hierarchical Clustering Analysis methods, using the K-Means method. In the findings, it was seen that the country transitions between the relevant periods were higher in the clusters obtained with macroeconomic indicators compared to the clusters obtained with the public finance indicators. Moreover, Turkey's macroeconomic, while Japan alone formed a cluster in each period in terms of public finance indicators and found that it decomposes from other countries.
