Okul Müdürleri ve Öğretmenlerin Öğretmen Performans Değerlendirme Sistemine İlişkin Görüşleri

Amaç: Bu çalışmanın amacı, MEB’in 2017’nin son aylarında pilot çalışma olarak 12 ilde başlattığı “Öğretmen Performans Değerlendirme Sistemi”ne ilişkin okul müdürleri ve öğretmenlerin görüşlerini belirlemektir. Yöntem: Araştırma karma desen olarak planlanmıştır. Paralel karma desenlerden eşzamanlı üçgenleme (concurrent triangulation) tasarımı tercih edilmiştir. Nitel araştırma desenlerinden olgubilim (fenomenoloji) deseni ile nitel bölüm, nicel araştırma desenlerinden tarama deseni ile de nicel bölüm oluşturulmuştur. Her iki yöntemin veri analizler sonuçları yorumlarken birleştirilmiştir. Çalışma Şanlıurfa’nın Hilvan ilçesinde yürütülmüştür. Nicel bölüm örneklemi 230 öğretmen, nitel bölüm çalışma grubu ise 9 okul müdüründen oluşmaktadır. Bulgular: Araştırma sonuçlarına göre, okul müdürleri ve öğretmenler öz değerlendirme ve alanında uzman kişilerin değerlendirme sürecine katılımını desteklerken, veli ve öğrenci katılımı konusunda olumsuz görüş bildirmişlerdir. Ayrıca öğretmenlerin çalıştıkları öğrenim kademesine göre, müdür ve veli tarafından değerlendirilme ve öz değerlendirmeye ilişkin anlamlı istatistiksel farklılıklar tespit edilmiştir. Sonuçlar ve Öneriler: Öğretmen ve okul müdürlerinin görüşlerinin dikkate alınarak performans değerlendirme sisteminin, bu konuda yapılan araştırma sonuçları da göz önünde bulundurularak, yeniden değerlendirilmesi sistemin geçerliliği ve güvenirliğini artırabilir.

Abstract:

Purpose: The aim of this study is to identify the views of school managers and teachers on the "Teacher Performance Assessment System" which MEB launched in 12 provinces as a pilot work in the last months of 2017. Method: The research is planned as a karma pattern. Parallel karma patterns are preferred by the design of simultaneous triangulation (concurrent triangulation). The qualitative research patterns have been created with the qualitative section (fenomenology) and the qualitative section (qualitative research patterns) with the qualitative section (qualitative research patterns). The data analysis of both methods is combined when interpreting the results. The work was carried out in the Hilvan district of Sanlıurfa. The Nicel department sample consists of 230 teachers, while the qualification department work group consists of 9 school directors. Results: According to the research results, school managers and teachers supported the participation of self-evaluation and experts in the field in the process of evaluation, while the tutors and students have expressed negative opinions about the participation. Also, according to the degree of learning teachers work, significant statistical differences in the assessment and self-evaluation by the manager and the advisor have been identified. Results and Recommendations: Considering the opinions of teachers and school managers, the performance assessment system, taking into account the results of research in this regard, can re-evaluate the validity and reliability of the system.

Purpose: The aim of this study is to determine the opinions of the school principals and teachers about Teacher Performance Evaluation System initiated by the Ministry of National Education in 12 provinces as a pilot study in the last months of 2017. Design & Methodology: The research is planned as a mixed pattern. Concurrent triangulation design of parallel mixed patterns was preferred. With phenomenological design, qualitative section and with survey design, quantitative section were used. Both methods were combined to interpret the results of data analysis. The study was conducted in the town of Hilvan in Şanlıurfa. The quantitative part of the sample consisted of 230 teachers, while the qualitative part of the study group consisted of 9 school principals. Findings: According to the results of the study, school principals and teachers supported self-evaluation and participation of experts in the field throughout the evaluation process and reported negative opinions about parent and student participation. In addition, according to the educational level of the teachers, significant statistical differences were determined by the principal and parents evaluation and self-evaluation. Implications & Suggestions: Considering the opinions of the teachers and school principals, the reassessment of the performance evaluation system may increase the validity and reliability of the system by considering the results of the research on the subject.
