Abstract:

Communications and transportation technologies that evolve today along with globalization have also influenced the sense of security and the concept of “public diplomacy”. It has expanded its scope, tools, goals, and actors to include many areas, including legal activities, in changing public diplomacy. The aim of this study is to examine the legal services that the Jandarma performs to foreigners abroad in terms of public diplomacy. This study, based on official data alongside open sources, suggests that increasing international activities will increase the role and effectiveness of the staff in the field of public diplomacy. The international activities of the Jandarma have been studied under two sub-sectors, security diplomacy and education diplomacy. Activities in international organizations, foreign continuous tasks and peace-protection tasks and property and judicial services for foreigners within the country have been studied as "security diplomacy", while activities related to education and teaching of the Police and Coast Security Academy and other training centers of the General Command of the Police have been studied as "educational diplomacy". In the framework of the activities carried out in the field of security and education diplomacy, the conclusion has been made that the Jandarma’s public diplomacy is progressing towards becoming an important actor.
