Abstract:

Nizamülmülk became an important statesman who greatly influenced the Turkish-Islamic world, either due to the institutions he established or the contributions he made to the fields of science, education and culture. He took part in the bureaucracy during the Ghaznavids and Great Seljuks period, increased his efficiency in the state administration especially during the reigns of Sultan Alparslan and Melikşah, and guided them with his knowledge and experience. During his duty as vizierate, which lasted for thirty years, he made many arrangements in the administrative, military and financial fields and tried to establish a strong state organization. Nizamülmülk, who served in the government greatly, wrote the book "Siyasetname" in order to reveal the failing aspects of the Seljuk state governance and to share the experience he gained during his vizierate duty to others. This book is of great importance as it reflects Nizamülmülk's views and thoughts on state administration and was written by himself. The aim of this study is to evaluate Nizamülmülk's thoughts on state governance from various aspects. In this context, the book called Siyasetname, organized in fifty chapters, was examined by using the document analysis method. The book contains important information about the principles and basic philosophy of Nizamülmülk's understanding of state governance. When the Siyasetname is evaluated in general terms, concepts such as justice, morality, honesty and merit are came into prominence in state governance. Although centuries have passed, these concepts still maintain their importance and validity in today's public administration approach. For this reason, it can be said that the books written by important statesmen who left their mark on the period in which they lived, such as Nizamülmülk, need to be evaluated from various aspects within the framework of today's management approach.
