Abstract:

In 1982, the Constitution adopted the parliamentary government system in its first text. However, the president’s authority was discussed in the doctrine. With the 2017 Constitution amendments, the parliamentary government system was abandoned. The presidential government system has been adopted. Many provisions of the Constitution have changed. This study first examined the legislative and executive relations in the 1982 Constitution after the 2017 constitutional amendments. The Constitution of Azerbaijan, which was adopted in 1995, examined the legislative and executive bodies. The constitution of Azerbaijan has established the government system by examining the legislative and executive relations. As a result, observations were placed by comparing the government systems accepted by the two countries. The work consists of three sections. In the first part, the Constitution of the Republic of Turkey was examined. Relationships between the legislative body, the executive body and the legislative and executive body have been analyzed. The government system is revealed. In the second section, the Constitution of the Republic of Azerbaijan was examined. The provisions of the Constitution on the legislative body and the executive body have been declared. Relationships between the law enforcement body and the law enforcement body have been studied. The government system has been analyzed. In the third and last chapters, the two constitutions are compared to the government systems. There are similarities and differences in government systems. These similarities and differences have been observed.
