Abstract:

The main purpose of this research is to examine the development of social entrepreneurship in Türkiye within the framework of legislation and policies, and to evaluate the effects of legislation on social entrepreneurship. A case study method was used to examine the current state and historical development of social entrepreneurship activities in Türkiye through conducting document analysis. For the document analysis, the Legislation Information System, as well as the Development Plans and Presidential Annual Programs, were thoroughly examined in terms of legislation related to cooperatives, foundations, and associations. As a result of the research, it was observed that social entrepreneurship, which has been included in policy documents in the last decade, has started to be removed from top-level policy documents due to the lack of legal framework. This research primarily provides a comprehensive framework for the development of social entrepreneurship in Türkiye within the scope of legislation and policies. In addition, the recommendations presented in the research for non-profit companies contribute concretely to the development of social entrepreneurship.
