İLKOKUL, ORTAOKUL VE LİSE OKUL MÜDÜRLERİNİN OKUL YÖNETİMİNE İLİŞKİN DENEYİMLERİ

Abstract:

Bu araştırmada ilkokul, ortaokul ve lise okul müdürlerinin okul yönetimi sürecine ilişkin deneyimlerini kendi anlatılarına dayalı olarak ortaya koymak amaçlanmıştır. Araştırmada nitel araştırma desenlerinden olgu bilim deseni kullanılmıştır. Araştırmanın çalışma grubunu Ankara ilinde devlet okullarında görev yapan ve ilkokul, ortaokul ve lise düzeylerinin her birinden 4 okul müdürü olmak üzere toplam 12 okul müdürü oluşturmaktadır. Araştırmanın çalışma grubu, çok aşamalı örnekleme yöntemi ile belirlenmiştir. Araştırmada veri toplama aracı olarak araştırmacılar tarafından geliştirilen yarı yapılandırılmış görüşme formu kullanılmıştır. Araştırmada ulaşılan veriler ana tema ve sorunların tespit edilebildiği içerik analizi ile çözümlenmiştir. Araştırmada okul müdürleri okul yönetimini; genellikle süreç odaklı niteliklerin daha önemli olduğu ve okul yönetimini bileşenleri koordine etme olarak gördüklerini belirtmişlerdir. Araştırmada okul yönetim sürecinde yaşanan sorunların çoğunluğunun sistemsel kaynaklı olması, sorunların ilkokul ve ortaokullarda maddi; liselerde ise veli kaynaklı olarak yoğunlaştığı ve okul müdürlerinin vakitlerinin çoğunu bürokratik işlere ayırdıkları; bu sorunların çözümünde okul müdürlerinin yönetim sürecinde daha çok değer odaklı yaklaşımı benimsedikleri ve okul müdürlerinin öğretmen ve veli kaynaklı sorunların çözümünde iletişim sürecinden yararlandıkları sonuçlarına ulaşılmıştır. Araştırmada ayrıca okul müdürleri; okul müdürü atamalarında liyakata dikkat edilmemesini ve yönetici atanma şeklinin sürekli değişmesini önemli sorunlar olarak görmekte ve bu duruma çözüm olarak da mülakat ve sınavın birlikte uygulanmasını önermektedirler.

Abstract:

This study aims to reveal the experience of primary, secondary and secondary school managers in the school management process based on their own stories. The research has been used by the scientific model of quality research. The study’s work group consists of a total of 12 school managers who work in the state schools in the province of Ankara and 4 school managers from each of the primary, secondary and secondary levels. The study group was determined by a multi-stage sampling method. The research has used a semi-configured conversation form developed by researchers as a data collection tool. The data obtained in the research was solved by the content analysis in which the main topic and problems could be identified. In the study, school managers pointed out that school management; they often see process-focused qualities as more important and school management as the coordination of components. The study found that the majority of the problems in the school management process are systemic sources, the problems are material in primary and secondary schools; the high schools are focused as a source of resources and the school managers spend most of their time on bureaucratic tasks; the school managers have adopted a more value-focused approach in the management process and the school managers have taken advantage of the communication process in the solution of the problems of teachers and managers. In the study, school managers also see the lack of attention to the liakata in the appointments of school managers and the continuous change in the form of the appointment of managers as important problems, and they also recommend that the interview and the exam be implemented together as a solution to this situation.

Abstract:

This paper aimed to reveal experiences of primary, secondary and high school principals on the school management process based on their narratives. Phenomenological design which one of qualitative research design was used in this study. 12 school principals selected whom 4 participants from each school level in the city of Ankara by multilevel sampling method. The data was collected through semi-structured interview form which developed by researchers. The data was analyzed with content analysis technique. In this study it is seen that school principals generally described school management as process-oriented. Secondly, personal qualities are crucial factor being school principal. Thirdly, being an ideal school educational feature is most important factor. Fourthly, in the school management process majority of the problems experienced are systemically sourced, especially financial in primary and middle schools, and parents in high schools. School principals is allocated to bureaucratic tasks most of their time. Fifthly, they solve teacher-parent related problems through communication. Moreover, principals adopt more value oriented approach in the management process. Changing assignment system is constantly problematic and they suggest putting into job examination and employment interviewing system together as a solution.
