Abstract:

Health organizations have become the structure of the health system that is being implemented in the country and have gained more importance today with the impact of financial efficient management health reforms. The main objective of health organizations is to ensure that the person is healthy in time by performing timely early diagnosis and treatment appropriate to the target if the person is sick. However, health organizations that want to this goal need to use their limited resources in an effective and efficient way. The objective of this thesis is to study the financial management problems arising from the current practices of public and private health organizations operating in the health sector and to present recommendations for the solution of financial management problems by revealing their importance. General Health Insurance, which is the latest period reform work of the health system in the current practice, the Health Conversion Programme and the Health Regulation, which includes the legal regulations of this reform work, in this study our universe is formed by the public hospitals operating in the Bakarköy, Bahçelievler and Gaziosmanpaşa region and the managers of private hospitals and other financial and administrative units employees working in the financial field. The form is used as a data collection tool. The research has not been selected, it has been attempted to reach the entire universe. The data was analyzed by independent sampling T-Test and ANOVA technique. According to the results of the analysis of the data obtained through the survey, a number of reform initiatives resulting from the General Health Insurance and Health Application Notice, the Health Conversion Programme and the Health Regulations, which include the legal regulations of these reform work, have found that the level of issues related to the Health Regulations, which is the result of a series of reform initiatives, is medium and high. According to the results of the study, a series of recommendations on the health system have been presented. The results of the research are important in order to guide the policies that the government will implement in the field of health care for the future.
