Abstract:

In order to ensure an effective school management and mobilize the individuals in the school in accordance with the specific goals, the school manager is expected to have some skills in the technical, human and conceptual dimensions as well as the legal power he has. The selection and appointment of school managers on the basis of liakate, through objective standards, is a problem area in terms of effective school management. The aim of this study is to compare the procedures and principles of the Executive Mandatory Regulation to the Education Institutions of the Ministry of National Education (2017), the Executive Mandatory Regulation to the Education Institutions of the Ministry of National Education (2018) and the Executive Selection and Mandatory Regulation to the Education Institutions of the Ministry of National Education (2021) with the requirements for the first appointment of the Director, Director Assistant and Director Assistant.
