Mâtürîdî kelâmcısı ve Hanefî fakihi Ebû Muhammed Siracüddin Ali b. Osman b. Muhammed b. Süleyman et-Teymî el-Fergānî el-Ûşî (ö. 575/1179), Fergana vadisinde günümüzde Kırgızistan toprakları içinde bulunan Oş şehrinde doğdu. Türk asıllı âlimlerden olan Ûşî, Mâtürîdî kelâmına dair manzum risâlesi el-Emâlî, hadise dair eseri Nisâbü’l-ahbâr ve itikadi meselelere dair bilgi içeren fıkıh kitabı el-Fetâva’s-Sirâciyye ile Hanefî-Mâtürîdî din anlayışına katkı sağlamıştır. Ûşî, o dönemde bölgenin önemli ilim merkezleri olan Buhara ve Semerkant’ta bulunmuş ve Hanefî-Mâtürîdî âlimlerden ders almıştır. Nasırüddin Muhammed b. Yusuf es-Semerkandî, Ebû Abdullah Nasırüddin Muhammed b. Süleyman el-Ûşî, Ebü’l-Mehasin Zahirüddin Hasan b. Ali el-Mergīnânî, Abdullah b. Ebü’l-Muzaffer en-Nesefî, Ebü’l-Kasım Mahmud b. Ali b. Nasr en-Nesefî, Alaeddin el-Üsmendî, Ebü’l-Kasım Ali b. Hüseyin el-Bistamî, Ebü’l-Usr el-Pezdevî’nin oğlu İmadüddin Hasan b. Ali el-Pezdevî ve Seyfeddin Muhammed b. Muhammed el-Baharzî, ders aldığı hocalarıdır. Ûşî’nin Mâtürîdî kelâmına dair bilgilerini, hocaları aracılığıyla ilk dönem Mâtürîdî kaynaklarından aldığı anlaşılmaktadır. Mâtürîdî kelâmını özlü biçimde ortaya koyan Lübâbü’l-kelâm adlı eserin müellifi Alâeddin el-Üsmendî, onun hocasıdır. Bir diğer hocası Ebû Abdullah Nasirüddin Muhammed b. Süleyman el-Ûşî, Telhîsü’l-edille adlı hacimli kelâm eserinin müellifi Mâtürîdî âlimi Ebû İshak Zahid es-Saffâr’ın öğrencisidir. Zaten Ûşî, el-Fetâva’s-Sirâciyye adlı eserinde Ebû İshak es-Saffâr’ın Telhîsü’l-edille’sine atıf yapmaktadır. Hocası Ebû Sabit Hasan b. Ali el-Pezdevî ise Ebü’l-Yüsr el-Pezdevî’nin yeğenidir. Hasan el-Pezdevî, babası Ebü’l-Yüsr’un ölümü sonrası Usûlü’d-dîn adlı Mâtürîdî kelâmına dair eserin müellifi amcası Ebü’l-Yüsr el-Pezdevî’nin himaye ve terbiyesi altında yetişmiş ve ondan ders almıştır. Ûşî’nin Mâtürîdî kelâmına katkıları şöyle sıralanabilir. 1) Emâlî, dönemin rağbet gören tasavvuf edebiyatı formu olan manzum türde yazılmış Mâtürîdî kelâmına dair bilinen ilk eserdir. Emâlî’nin sonraki dönemlerde Mâtürîdî kelâmına dair yazılan akaid manzumelerine örnek olduğu söylenebilir. 2) Emâlî kasîdesi, Mâtürîdî kelâmına dair görüşlerin öğrenilmesi, öğretilmesi ve yaygınlaşmasında önemli bir yere sahiptir. Emâlî’nin üzerine pek çok şerh yazılması, Türkçe ve Farsça gibi dillere tercüme edilmesi ve dünyanın farklı kütüphanelerinde pek çok yazma nüshalarının bulunması, bu etkinin bir kanıtı olarak ifade edilebilir. 3) Kelâm aleyhtarlığının Hanefîler arasında güçlendiği bir dönemde yaşayan Ûşî’nin el-Fetâva’s-Sirâciyye adlı eserinde kelâm ilminin dinen yasaklanmadığını ifade ederek bu ilim aleyhinde nakledilen rivayetleri cevaplandırmasının, kelâm ilminin ve Mâtürîdî kelâmının Hanefîler arasında benimsenmesinde olumlu etkide bulunduğu düşünülebilir. Emâlî’nin şerh ve tercümeleri üzerinde yapılacak kapsamlı akademik araştırmalar, Ûşî’nin Hanefî-Mâtürîdî din anlayışına katkılarını daha da belirginleştirecektir.
