Abstract:

Urban regeneration is the general name for practices carried out to regain the old, deteriorated and unusable areas of a city. Urban regeneration has different types such as revitalization, renewal, redevelopment, gentrification and rehabilitation. On the other hand, urban regeneration is prevalently being used synonymously with urban renewal, which is in fact a form of urban regeneration. Urban renewal is a way of implementing urban regeneration involving complete destruction of old buildings and construction of new ones in their place. In this context, urban regeneration does not mean urban renewal. The understanding that areas that will be subjected to urban regeneration can only be subjected to urban renewal is false. Looking from the historical perspective, urban regeneration has been considered synonymously with gentrification, which was its first form of implementation. As gentrification has given rise to displacement of ethnically and socioeconomically disadvantaged groups, it has changed the forms of implementing urban regeneration. Since 1990s, with the popularization of urban renewal and direction of capital towards built areas in the United Kingdom, urban regeneration has started to be used interchangeably with urban renewal. In Turkey, the most prevalent form of implementing urban regeneration has been urban renewal. Areas that have been subject to urban regeneration have been subjected to urban renewal under the name of urban regeneration, demolished and rebuilt again with high-rise plans. This study aimed to make a distinction between urban regeneration and urban renewal and reveal the development of urban regeneration in Turkey.
