Abstract:

In the context of public administration discipline, especially in the production, implementation and management processes of environmental policies, the struggle between public interest and personal interests has always been throughout history. As a reflection of this struggle, the destruction of the physical environment has not only negatively affected nature or humanity, but the built environment has also taken part in this destruction. Specifically over the past fifty years, studies conducted under the leadership of the United Nations have shown that the key role in solving or minimizing environmental problems is that stakeholders in the problem play the most possible role in cooperation and co-operation. In this percentage, the place of this solidarity within the environmental law scope among the "Third Generation Rights" was achieved by the "Third International Pact on the Rights of Solidarity" in 1982. This study analyses the development of the environmental right as a right of solidarity in the world, its reflections in particular in Turkey and the process it passes through. It is believed that the article is important in terms of its contribution to literature as well as its contribution to the work that the central and local governments will do on a national and international scale or to the environmental policies that they will produce. The study is limited to the policies of the United Nations, France and Turkey on environmental law after 1970. In this study, based on the quality research method; literature scan was done, literature was obtained data from reports and analyses of national and international institutions and organizations. The obtained data was evaluated by the document analysis technique and concluded with the recommendations followed by the assessment of the achieved findings.
