Salgın hastalıklar tarih boyunca sebep oldukları kitlesel ölümlerle insanlığın maruz kaldığı felaketlerden biri olmuştur. Bu hastalıkların başında hiç şüphesiz dünya nüfusu üzerinde büyük etkiye sahip Kara Ölüm olarak adlandırılan veba gelmektedir. Hz. Peygamber’in de hadislerinde değinmiş olduğu tâun hastalığı, Arapça’da vebanın en çok görülen ve hıyarcıklı olarak adlandırılan türüne verilen isimdir. Amvas’ta ortaya çıktıktan kısa süre sonra Suriye ve Irak’a kadar yayılan salgın, en çok Suriye toprakları üzerinde etkili olmuş ve aralarında sahabenin ileri gelenlerinin de bulunduğu on binlerce insanın ölümüne sebep olmuştur. Yaşanan insan kayıpları bölgede İslam’ın yayılmasına ve fetih hareketlerine büyük bir darbe vurmuştur. Tâun hastalığının etkili olduğu zaman diliminde, Hz. Ömer salgın bölgesiyle yakından ilgilenmiş, insanların her türlü ihtiyacını diğer eyaletlerden temin edilen malzemelerle karşılamaya gayret göstererek sosyal devlet anlayışının en güzel örneklerinden birini vermiştir. Salgının ortadan kalkmasıyla Suriye’ye giden Hz. Ömer askeri, sosyal ve idari alanlarda düzenlemelerde bulunmuştur. Hastalığın yaralarının sarılmasında özellikle askeri ve sosyal alanlarda aldığı tedbirler Hz. Ömer’in çağının çok ilerisinde bir yönetici olduğunu ortaya koymuştur. Bu çalışma Hz. Ömer’in hilafeti döneminde Filistin’in Amvas adlı yerleşim yerinde ortaya çıkan bu veba salgınını konu almaktadır. Çalışmada salgının sonuçları askeri, siyasi, sosyali ve adli açılardan değerlendirilecektir.
Infectious diseases have been one of the catastrophes humanity has suffered with the mass deaths they have caused throughout history. At the beginning of these diseases, there is undoubtedly the epidemic called Black Death, which has a great impact on the world’s population. by Hz. The Prophet (peace and blessings of Allah be upon him) is the name given to the most commonly seen in Arabic species of epidemic. The epidemic, which spread to Syria and Iraq shortly after the appearance in Amvas, has been the most influential on the territory of Syria and has caused the deaths of tens of thousands of people, including the advanced members of the army. The lives of human losses have hit the spread of Islam and the conquest movements in the region. When the disease is effective, Hz. Omer has been closely concerned with the epidemic area, trying to meet all kinds of people’s needs with materials provided from other states, giving one of the best examples of social state understanding. The HZ to Syria with the disappearance of the attack It has been organized in military, social and administrative areas. The measures taken to cover the wounds of the disease, especially in the military and social spheres. It revealed that Omer was a long-distance leader. This is the work of Hz. This epidemic occurred in the settlement of Amvas in Palestine during the Hilafeti of Omer. In the study, the results of the epidemic will be assessed from a military, political, social and judicial point of view.
