Şincan geniş toprakları, zengin doğal kaynakları, muazzam gelişme potansiyeliyleÇin’in 21. yüzyıldaki enerji alanında önemli bir üstür ve kalkındırılacak önemli bölgelerdenbiridir. Ayrıca, Şincan’ın Orta Asya ülkeleriyle komşu olması, bu bölgenin dünyada henüztamamıyla açılmayan, ama zengin doğal kaynaklara sahip az sayıdaki bölgelerin biri olması,bölgeyi enerji alanında dünyada gittikçe önemli bir konuma getirmektedir. Özel coğrafyası,doğal kaynak üstünlüğü, enerji ve petrokimya sektörü yapısı bakımından Orta Asya ülkeleriyleolan geniş ortaklığı ve birbirlerini tamamlayıcı özelliğiyle Şincan, Çin’in Orta Asya ülkeleriyleolan petrol işbirliğinde olmazsa olmaz role ve stratejik konuma sahiptir
