Bu çalışmada 2000 yılından sonra eğitim kurumlarına yönetici seçmede kullanılan yönetici atama/görevlendirme yönetmeliklerinde yer alan kriter ve yöntemlerin karşılaştırmalı bir şekilde analizi amaçlanmıştır. Çalışma nitel araştırma yöntemlerinde doküman analizi türünde bir araştırmadır. 2000 yılından sonra ilki 2003 yılında çıkarılan yönetici atama yönetmelikleri sonraki 17 senede 11’i yeni yönetmelik 14’ü ise bu yönetmeliklerde yapılan değişiklikler olmak üzere toplam 25 kez değişikliğe uğradıktan sonra 2021 yılında son şeklini almıştır. Bu nedenle araştırmamızda analiz edilen dokümanlar, ifade edilen dönemde çıkarılan yönetici atama yönetmelikleridir. İlgili yönetmeliklere Milli Eğitim Bakanlığı mevzuat sistemi ve Resmi Gazete’nin internet sayfası üzerinden ulaşılmıştır. Elde edilen veriler metin içerisinde tablolar ve şekiller yardımıyla görselleştirilmiş ve yorumlanmıştır. Yönetmeliklerde eğitim kurumu yöneticisi seçiminde kullanılan yöntemler analiz edildiğinde; yönetici değerlendirme formu, yazılı sınav ve sözlü mülakatın yöntem olarak kullanıldığı görülmektedir. Yönetmeliklerde yapılan değişikliklerin, atamada kullanılan yöntemlerden birinin öne çıkması veya atama puanı üzerindeki ağırlıklarının değiştirilmesi şeklinde olduğu görülmektedir. Bu yönüyle çıkarılan yönetmelikler, bunca değişikliğe rağmen birbirinin tekrarından ibarettir. Ayrıca bu süre zarfında çıkarılan yönetmeliklerin hiçbirinde eğitim kurumlarına yönetici olarak atanmak için lisansüstü eğitim görmüş olmak da bir ön şart olarak yer almamaktadır. Bu durum, eğitim kurumu yöneticiliğinin uzmanlaşma isteyen bir meslek yerine, belirli yıl şartını sağlayan öğretmenlere verilen ikinci bir görev olarak görülmeye devam ettiğinin kanıtı niteliğindedir.
This study aimed at comparative analysis of the criteria and methods contained in the regulations for the appointment of managers and the appointment of managers used in the selection of managers for educational institutions after the year 2000. The work quality is a research in the type of document analysis in research methods. The first administrative appointment regulations issued in 2003 after the year 2000 took its final form in the following 17 years 11 of the new regulations 14 after a total of 25 changes, including the amendments made in these regulations, in 2021. Therefore, the documents analyzed in our research are the administrative appointment regulations issued during the expressed period. The relevant regulations have been reached through the National Education Ministry’s legislative system and the official newspaper’s website. The data obtained are visualized and interpreted in the text with the help of tables and shapes. When the regulations analyze the methods used in the selection of the manager of an educational institution, it is seen that the management assessment form, written exam and oral interview are used as a method. Amendments to the regulations appear to be the form of the appearance of one of the methods used in the appointment or the change of the weight over the appointment point. The rules made in this direction, despite all these changes, are only a repetition of each other. Furthermore, in any of the regulations issued during this period, graduate education to be appointed as administrator to the educational institutions is not a prior requirement. This is a proof that the management of the educational institution continues to be seen as a second task given to teachers who provide a specific year requirement instead of a profession that requires specialization.
