Toplumların hızlı değişimleri, sanayi ve teknolojideki hızlı ilerlemeler, köyden kente göç, suç olgusunun daha görünür olması toplumun hemen her kurumda olumlu ve olumsuz etkilenmelerini de beraberinde getirmiştir. Yapılan araştırmalar toplumda yaşanan hızlı değişikliklerin toplumsal ilişkilerde ve aile ilişkilerinde çözülmeyi de beraberinde getirdiğini ortaya koymaktadır. Aile kurumunda meydana gelen çözülmeler; çocukların sevgi, özgüven, saygı ve bağlanma gibi duygularından yoksun yetişmelerine, psiko-sosyal açıdan gelişim dönemlerini sağlıklı tamamlayamadan büyümelerine ve benlikleri örselenmiş bireyler olarak topluma katılmalarına neden olmaktadır. Bunun yanı sıra azımsanmayacak sayıda çocuk, dünyaya geldikleri aile ortamında biyolojik, sosyolojik ve psikolojik gelişimlerini sağlıklı sürdürmeleri mümkün olmadığından, yetkili organlar tarafından gelişimlerini daha sağlıklı tamamlayabilecekleri kurumlarda korunma ve bakım altına alınmaktadırlar. Çocuk koruma alanında ülkelerin modern anlamda tercih ettikleri hizmet modeli ise günümüzde koruyucu aile yanında çocuklara sağlanan bakımdır. Dünyada koruyucu aile uygulamasını modern anlamda uygulayan ülkelerden biri İngiltere’dir. Türkiye’de ise çocuk koruma sistemi içerisinde, koruyucu aile uygulaması oldukça köklü bir geçmişe sahiptir. Bu makalenin amacı Türkiye’de koruyucu aile yanına yerleştirilecek çocukların tespit edilmesi, koruyucu ailelerin belirlenmesi veya koruyucu ailelerin yanına yerleştirilen çocukların takip edilmesi gibi daha pek çok konuda iyileştirilmesi gereken sorunları tespit etmek ayrıca İngiltere’nin koruyucu aile uygulamalarının Türkiye’den farklılıklarını ortaya koymaktır. Bu gerekçeyle Türkiye ve İngiltere’nin koruyucu aile uygulamaları literatür taraması yöntemiyle karşılaştırmalı olarak ele alınmıştır.
The rapid changes in societies, the rapid advances in industry and technology, the migration from the village to the city, the increased manifestation of the crime have also brought the positive and negative impact of society in almost every institution. Research shows that the rapid changes in society lead to a solution in social relations and family relations. The resolutions in the family institution cause children to grow away from their feelings such as love, self-confidence, respect and connectivity, to grow up without completing their psychosocial developmental periods healthy, and to participate in society as individuals who have self-configured. In addition, the number of children that will not be reduced is not possible to maintain their biological, sociological and psychological development in the family environment in which they are born, and they are protected and cared for by the authorized bodies in institutions where they can complete their development more healthy. In the field of child protection, the country’s preferred service model in the modern sense is today the care provided to children alongside the protective family. One of the countries in the world that practices the protection of family in the modern sense is the UK. In Turkey, in the child protection system, the protection family application has a very rooted history. The purpose of this article in Turkey is to identify the problems that need to be improved in many other matters, such as the identification of the children to be placed next to the protective family, the identification of the protective families or the follow-up of the children placed next to the protective families, and to reveal the differences between the practices of the protective family in Britain and Turkey. For this reason, the protective family practices of Turkey and Britain have been compared to the literary scan method.

Disintegration in the family institution causes children to grow up without feelings of love, self-esteem, respect and attachment, to grow up without completing their psycho-social development period in a healthy way, and to involve in the society as individuals who are self-abused. In addition, since a considerable number of children are not able to maintain their biological, sociological and psychological development in the family environment in which they are born, they are protected and maintained by the competent bodies in institutions where they can complete their development more healthily. In the field of child protection, the service model preferred by countries in the modern sense is the care provided to children beside the foster family today. One of the countries that modernly applies foster family practice in the world is England. In the child protection system of Turkey, the foster family has a quite long history. The purpose of this article is to identify the children to be placed next to a foster family in Turkey, determination of foster families or foster children placed next to detect many problems that need to be improved housing, such as monitoring also reveals differences from Turkey, the UK's foster family. With this reason, the foster family from Turkey and England are discussed in comparison with literature methods.
