Matematik okuryazarlığı, fen bilimleri okuryazarlığı ve okuma becerileri alanlarında uluslararası boyutta ülkelerin eğitim durumunu ortaya koyan PISA’nın ilk uygulaması 2000 yılında gerçekleştirilmiştir. İlk uygulamadan sonra PISA, her üç yılda bir yeniden yapılmıştır ve yapılmaya da devam etmektedir. Sınavın amacı, 15 yaş grubundaki öğrencilerin günlük hayatta karşılaştıkları problemleri çözebilme becerisini ortaya koymaktır. PISA’dan elde edilen sonuçlar ülkelerin eğitim sisteminde yaşanan sıkıntıların görülmesi ve bunlara çözümler üretilmesi anlamında fikir vermektedir. Bu sayede PISA sonuçları katılımcı ülkelerin yeni eğitim politikaları geliştirmelerine imkân sağlamaktadır. PISA uygulamasına hemen her sınav döneminde katılan ülke sayısı artmıştır. Buna göre ilk kez 2000 yılında uygulanan PISA’ya 32 ülke katılırken 2003’te 41, 2006’da 57, 2009 ve 2012’de 65 ve 2015’te 76 ülke katılımcı olmuştur. Türkiye, PISA’ya ilk kez 2003 yılında katılmıştır. PISA her sınav döneminde döngü hâlinde bir alana yoğunlaşmaktadır. Buna göre, okuma becerileri 2000 ve 2009 yıllarında ağırlıklı alan olmuştur. 2018 yılında Millî Eğitim Bakanlığı (MEB) tarafından öğretim programları yenilenmiştir. Bu durum seçmeli dersler için de geçerlidir. Ortaokul 5. ve 6. sınıf öğrencilerinin seçebileceği derslerden birisi Okuma Becerileri’dir. Bu derse ait programın PISA Okuma Becerileri sınavına yakınlığı göze çarpmaktadır. Bu noktada araştırmanın amacını, PISA okuma becerileri düzeylerinin 2018 Okuma Becerileri Dersi Öğretim Programı’nda yer alan kazanımlarla uyumu oluşturmaktadır. 2018 seçmeli okuma becerileri dersine ait programın PISA okuma becerileri düzeyleri açısından incelenmesi, bu derse ait programı hazırlayanlara ve dersi okutan öğretmenlere katkı sağlayacağı düşünülmektedir.
The first application of the PISA, which reveals the educational status of countries internationally in the fields of mathematical literature, science literature and reading skills, was carried out in 2000. After the first application, the PISA is re-appointed every three years and continues to be performed. The aim of the exam is to demonstrate the ability of students in the age group of 15 to solve the problems they encounter in their daily lives. The results from the PISA give an opinion about the problems in the educational system of the countries and creating solutions to them. Thus, the PISA results enable the participating countries to develop new education policies. The number of countries participating in the PISA application has increased almost every period of the exam. According to this, 32 countries participated in the PISA for the first time in 2000 and 41 in 2003 and 57 in 2006 and 65 in 2009 and 65 in 2012 and 76 in 2015. Turkey joined the PISA for the first time in 2003. The PISA focuses on one area in a cycle during each exam period. According to this, reading skills were a major field in 2000 and 2009. In 2018 the educational programs were renewed by the Ministry of National Education (MEB). This also applies to elective lessons. One of the courses that high school students of 5th and 6th classes can choose is Reading Skills. This course’s program is close to the PISA Reading Skills Exam. At this point, the purpose of the research is to match the level of PISA reading skills with the achievements included in the 2018 Reading Skills Course Curriculum. The 2018 Selective Reading Skills course program is considered to contribute in terms of PISA Reading Skills levels to the preparers of the course program and to the teachers who read the course.
