Policy transfer, having widely been used in developing countries and being one of the means of policy-making, is the process of finding solutions to any problem with technical knowledge and experience of other countries. Especially after the 1970s with the advent of crisis of the Welfare State, change attempts in public administration started within the context of criticisms against bureaucracy and public administration. With the changes in public administration depending on the rise of new-right approach in Britain and the US, a transformation from “administration” to “managerialism” came about. This change, called as new public management, has spread to the world through the transfer policy. Globalization has been an important factor in facilitation and promotion of policy transfer. Developments in transportation, communication and Information Technology (IT) have increased the facilities of policy makers about lesson-drawing, emulation and comparison from other countries’ implementations. In this article, the spread and acceptance of the new public management is evaluated in terms of policy transfer.
