Today, the concept of governance is seen as a magical and new world in terms of public administration (management structures), as well as it is thought to be a panacea in the administrative sense with the emphasis of appropriateness and participation.Neither the transfer of private sector management techniques to the public sphere nor the to not have the heavy public bureaucratic structure; It is presented as an analytical model that foresees the meeting of different groups that can be described as active and passive within the administration in the same pot. Weberian bureaucracy and derivative models, considered the most important organizational model of the modern world, have been criticized for many years with their missing parts. As transformation/movement/development continues, the need for new models and managerial formulations based on models seems inevitable. The common locomotive concept of models such as New Public Administration and New Public Management and the hybrid models in the sense of public administration, is governance in this time classical bureaucracy criticisms are at their peak. Depending on the change in the administrative structure models and the increase in the number of legs, there are also changes in the legislation that forms the basis of the administrative structure. In the study, the qualitative method was adopted and the literature review technique was applied. Change in the field of administrative law sometimes emerges as a result and sometimes as a precedent for administrative/organizational change. In the study, without making a technical analysis between the concepts of administration and management, general evaluations will be made in the theoretical sense and will be tried to emphasize the change in the field of Administrative Law over the concept of governance. In this sense, the concept of governance will be tried to be explained through the new public administration with a critique of the classical bureaucracy, which is one of the concepts and theories that precede/base the concept.As a result; It will be tried to convey that the field of administrative law has narrowed in favor of private law as a result of administrative technical changes and organizational restructuring of the aforementioned theories and concepts.
