TÜRKİYE’DE SOMUT OLMAYAN KÜLTÜREL MİRASIN KORUNMASINA YÖNELİK DESTİNASYON OLUŞTURMA: SİVAS MADIMAK OTELİ

Abstract:

Çalışma, maddesel gelir elde etme amacı gütmeyen turizm çeşitlerinden biri olan kara nokta turizmi kapsamında, 2 Temmuz 1993 tarihinde Sivas’ta gerçekleştirilmiş bir radikal saldırının merkezi olan Madımak Oteli’nin evrensel ve çağdaş bir destinasyona dönüştürülebilmesi için atılabilecek adımları örnek uygulamalar üzerinden incelemek ve oluşturulması düşünülen destinasyonun, UNESCO bünyesindeki Somut Olmayan Kültürel Mirasın Korunması anlayışına katkısını belirlemek amacıyla hazırlanmıştır. Bilim, eğitim ve kültür alanlarında evrensel barışı sağlamayı ve korumayı hedeflediğini bildiren bu amaçlarını gerçekleştirmesi konusunda en etkili kavramlardan birisi olan turizmin gelişimini de şekillendiren UNESCO, Somut Olmayan Kültürel Mirasın Korunması Sözleşmesini 2003 yılında Paris’te düzenlenen 32. Genel Konferans dahilinde kabul etmiş Türkiye ise 2006 yılında sürece dahil olarak sözleşmenin resmi taraflarından birisi haline gelmiştir. Somut Olmayan Kültürel Mirasın korunması, sözlü anlatım, gösteri sanatları, sözlü gelenekler, festivaller, ritüeller, halk araştırmaları, doğa ve evren çalışmaları ve toplumsal uygulamaların oluşum süreçlerini inceleyen bir anlayıştır. 1993 yılında Sivas Madımak Oteli’nde Pir Sultan Abdal Şenlikleri için konaklayan insanların hali hazırda Somut Olmayan Kültürel Miras listesine dahil edilmiş Aşıklık Geleneği ve Alevi Bektaşi Ritüeli Semah benzeri değerleri zenginleştirme, koruma ve sürdürme  çabaları ile dönemin edebiyat, şiir, resim, karikatür, müzik, folklor gibi daha bir çok sanat ve bilim disiplinine yönelik çalışmaları sayesinde yeni Somut Olmayan Kültürel Miras ögeleri oluşturma ihtimalleri de göz önünde bulundurulduğunda turistik değer olarak da nitelendirilebilecek bir bellek mekanının oluşturulması konusunun multidisipliner yaklaşımla değerlendirilmesi ihtiyacı ortaya çıkmaktadır. UNESCO Türkiye Milli Komisyonu’nun açıkladığı, Somut Olmayan Kültürel Mirasın Korunması Sözleşmesi içeriğine göre oluşturulması hedeflenen müzeler ve ilgili grup, topluluk ve bireyler ile nesilden nesile aktarım maddelerine dikkat edilerek, Sivas Madımak Oteli’nin turistik destinasyona dönüştürülmesi konusu kara nokta turizminde daha önceden evrensel ve ulusal ölçekte oluşturulmuş örnek destinasyonların incelenmesi ile ele alınabilir. Örnek destinasyonların sadece kara nokta turizmi özelinde ele alındığı, ancak müzeleştirme aşamalarının da Somut Olmayan Kültürel Miras koruma anlaşması dahilinde değerli olduğu göz önünde bulundurulmalıdır. Dünya tarihinde oluşturulmuş örnek destinasyonlar içerisinde Sivas Madımak Oteli Utanç Müzesi adıyla kurulması ilgili topluluklarca talep edilen bellek mekanının farkı sadece turizmin karanlık tarafında çekiciliğe sahip bir yaşanmışlığa dayanmaması, aynı zamanda Somut Olmayan Kültürel Miras ögeleri içeren bir etkinlik ve katılımcı grubunu da bahsi geçen yaşanmışlık dahilinde barındırmasıdır. Bu bilgiler ışığında, turizmin evrenselliğinde, Türkiye’nin sahip olduğu Somut Olmayan Kültürel Miraslarının sürekli gelişim, dönüşüm ve değişim içerisinde korunması ve arttırılmasına yönelik çalışmalar turizm öğretileri ve sosyal alan araştırma yöntemleri ile gerçekleştirilebilir. Çalışmanın sunduğu fikrin ve fikrin hayata geçirilmesi için önerilen teorik destinasyonlaştırma yönteminin sağlayacakları Somut Olmayan Kültürel Miras ögeleri içeren önemli bir etkinliğin uğradığı düşünülen itibar kaybının giderilmesi ve turizm kavramının uluslararası bilinirlik ve barış bilincine dayanan temellerinin güçlendirilmesi olarak öngörülmüştür.

Abstract:

The study was prepared in the context of land point tourism, which is one of the varieties of non-material income tourism, to examine the steps that can be taken in order to transform the Madımak Hotel, the center of a radical attack in Sivas on 2 July 1993 into a universal and contemporary destination, and to determine the contribution of the destination considered to be created to the UNESCO concept of the Conservation of the Non-material Cultural Heritage. The UNESCO, which declares its objective of ensuring and preserving universal peace in the fields of science, education and culture; which also shapes the development of tourism, which is one of the effective concepts for achieving these objectives, signed in 2003 in Paris the Convention on the Protection of the Non-Thematic Cultural Heritage. He agreed in the General Conference; Turkey became one of the official parties to the Treaty, including in 2006. The preservation of the non-subjective cultural heritage is an understanding of the forming processes of verbal narration, exhibition arts, verbal traditions, festivals, rituals, public research, nature and universe studies and social practices. In 1993, the people who stayed for the Pir Sultan Abdal festivities at Sivas Madımak Hotel; with their efforts to enrich, preserve and maintain the values of the Love Tradition and Alevi Bektaşi Ritual Semah, which is currently included in the list of Non-Tematic Cultural Heritage; with their efforts to create new Non-Tematic Cultural Heritage objects, thanks to their work on many more art and scientific disciplines such as literature, poetry, painting, caricature, music, folklore, and the possibilities of creating a memorable place that can also be regarded as a tourist value, it is necessary to evaluate with a multidisciplinary approach. According to the Convention on the Protection of Non-Specific Cultural Heritage, which was announced by the UNESCO National Commission of Turkey, the objective of the creation of the museums and the relevant groups, communities and individuals and the transfer of materials from generation to generation, the subject of the transformation of the Sivas Madımak Hotel into a tourist destination; the black point tourism can be addressed by the study of the previously created universal and national scale sample destinations. Examples of destinations should be taken into consideration that they are only dealt with in the main tourism, but that the stages of cultivation are also valuable within the Non-Specific Cultural Heritage Protection Agreement. The difference of the memory place requested by the community to establish the Sivas Madımak Hotel with the name of the Sivas Madımak Hotel Museum in the example destinations created in the world history is that tourism is not only based on an event with attractiveness on the dark side, but also hosts an event that contains non-specific cultural heritage objects and a group of participants in the event mentioned. In the light of this information, in the universality of tourism, the work aimed at the conservation and enhancement of the Non-Specific Cultural Heritage that Turkey possesses in the continuous development, transformation and change; tourism teachings and social field research methods can be carried out. The proposed method of theoretical destination for the implementation of the idea and the idea proposed by the study will be provided; the elimination of the thought reputation loss of an important event including non-specific cultural heritage objects and the strengthening of the foundations of the concept of tourism based on international awareness and peace consciousness.

Development Of Destinations To Protect Intangible Cultural Heritage In Turkey: Sivas Madimak Hotel

The study aims to review the possible steps to be taken to build up a universal and contemporary destination at Madimak Hotel, which was the scene of a massacre that took place in Sivas on 2 July, 1993, within the wider context of dark tourism –a form of tourism not focused on generating material proceeds. Doing so, it will review existing practices, and seek to assess the potential contribution of the planned destination to the perspective of Protection of Intangible Cultural Heritage within the framework of UNESCO. As an organization with the specific goal of achieving and maintaining universal peace in science, education and culture, UNESCO embraces certain routes in the development of tourism as a means to realize this goal, and has adopted the Convention for the Safeguarding of Intangible Cultural Heritage at its 32nd General Conference held in Paris in 2003. Turkey, in its turn, officially ratified the Convention in 2006. The protection of intangible cultural heritage involves studies on oral narratives, performance arts, oral traditions, festivals, rituals, folklore, nature and universe, as well as investigations into the development of social practices. Taking into account the distinct possibility that the people who stayed at Sivas Madimak Hotel in 1993, on the occasion of Pir Sultan Abdal Festival could have generated new elements of intangible cultural heritage through their work on literature, poetry, painting, caricatures, music, folklore and much more in the wider context of art and science of the era, as part of their efforts to enrich, expand, protect and maintain elements already included in the Intangible Cultural Heritage list, such as the Minstrels Tradition, Alevi-Bektashi Ritual of Whirling and more, the need for a multidisciplinary perspective to developing a site of remembrance which could also be considered a tourism asset, becomes even more obvious. The possibility of transforming Sivas Madimak Hotel to a tourism destination, with specific reference to the provisions on relaying elements from one generation to another in the context of the museums proposed and the groups, communities and individuals involved, as provided in the Convention for the Safeguarding of Intangible Cultural Heritage as expressed by Turkish National Commission for UNESCO, can be facilitated through a review of existing destinations developed at a universal and national scale in the context of dark tourism. The museums to be discussed in this context not only are valuable assets of dark tourism, but also provide insights into the processes of museum building. The establishment of Sivas Madimak Hotel Museum of Shame as another destination to provide a model regarding world history will stand out in one particular aspect in the light of the model of site of remembrance demanded by the relevant communities: it will be based on an experience with a certain draw in the darker side of tourism, and it involved an event and a group of participants which, by themselves, were about elements of cultural heritage. In the light of these points, efforts to expand the intangible cultural heritage Turkey has in the universal domain of tourism, through a continuous process of development, transformation, and change, can be carried out in tune with tourism doctrines and social area studies methods. The idea proposed in the study, as well as the theoretical destination-building method proposed for the implementation of that idea will, arguably, help limit the loss of reputation suffered by a crucial event involving intangible cultural heritage elements, and reinforce the foundations of tourism rising on international recognition and an awareness of peace.
