This article examines the question of whether Ottoman/Turkish system of village administration is taken from the French system. In order to solve this problem, on the one hand the provisions of Ottoman Vilayet Laws of 1864 and 1871 concerning village administration are compared with the French Law of 5 May 1855 on Municipal Administration, and on the other hand Turkish Village Law of 18 March 1924 with the French Law of 5 April 1884 on Municipal Administration. It is observed that there are many similarities between Ottoman/Turkish and French systems of village/commune administration in terms of the formations of the organs and their duties and powers, and it is concluded that the Ottoman/Turkish system of village is inspired by the French system.
