Abstract:

Derin kültürel ve tarihi bağlara sahip olan iki kardeş ülke ilişkilerinin temelleri Amanullah Han ve Atatürk döneminde atılmıştır. Amanullah Han döneminde olduğu gibi Zahir Şah döneminde de Afganistan kalkınma ve reform çalışmalarında Türkiye’yi örnek almıştır. Türkiye, çok sayıda eğitim, sağlık ve askeri uzmanları Afganistan’a göndererek alt yapı çalışmalarında ciddi katkılarda bulunmuştur. Bununla beraber Türkiye, Afganistan- İran arasındaki sınır anlaşmazlıkların çözümünde hakemlik yapmış, Afganistan’a Milletler Cemiyetine üyeliği yönünde destek vermiş ve Saadabad Paktı’na katılımını sağlamıştır. Türkiye, altyapı faaliyetleri haricinde Afganistan’a bölge ve uluslararası arenada da destek vermiştir. Ayrıca, Afganistan-Pakistan arasındaki sınır ihtilafına son vermek amacıyla arabuluculuk rolünü üstlenmiştir. İki ülke ilişkileri ortak kültür, tarih ve bilhassa Türk kavimlerinin varlığı dolayısıyla her zaman dostane olmuştur. Atatürk döneminde başlayan samimi ilişkilerin bir yansıması olarak Taliban sonrası dönemde Türkiye dış politikasında Afganistan’a ayrı bir önem verilmiştir. Her iki ülke ilişkileri hakkında gerçek bilgileri ortaya çıkarmak için, bu çalışma olayları Afganistan açısından incelemektedir.

Abstract:

The foundations of the relations between the two brother countries, which have deep cultural and historical ties, were put in the period of Amanullah Han and Atatürk. As in the time of Amanullah Han, Zahir Shah took the example of Turkey in Afghanistan’s development and reform work. Turkey, sending a large number of training, health and military experts to Afghanistan, has made a serious contribution to the underground work. However, Turkey has judged the settlement of the border disputes between Afghanistan and Iran, supported Afghanistan for membership in the United Nations and provided its participation in the Saadabad Pact. Turkey, in addition to infrastructure activities, has also supported Afghanistan in the regional and international arena. He also took the role of mediation to end the border dispute between Afghanistan and Pakistan. The relations between the two countries have always been friendly due to the common culture, history and the presence of the Turkish peoples. As a reflection of the intimate relations that began in the period of Atatürk, Turkey's foreign policy in the after-Taliban period was given separate importance to Afghanistan. To reveal real information about the relations of the two countries, these studies are examining the events from the perspective of Afghanistan.
