Fıkıh, kelâm, tefsir ve hadis gibi pek çok alanda telif ettiği eserleriyle bilinen Necmeddîn et-Tûfî (öl. 716/1316), el-İşârâtü’l-ilâhiyye ile’l-mebâḥisi’l-uṣûliyye adlı eserinde Kur’ân-ı Kerîm’in bütün sûrelerini usûl meselelerini ortaya çıkarabilmek maksadıyla incelemektedir. Ancak söz konusu eser, her ne kadar Kur’ân sûrelerine göre bölümlere ayrılsa da Kur’ân’ın bütün âyetlerini konu edinmeyip, sadece usûlü’d-dîn ve usûlü’l-fıkh ile ilgili âyetlerle sınırlı kalmaktadır. Bu durum, eserin kâmil bir Kur’ân tefsiri addedilmesi hususunu tartışma konusu haline getirmektedir. Zira üzerine yapılan çalışmalarda eser, çoğunlukla tefsir olarak değerlendirilmektedir. Ne var ki kelam ve fıkıh meselelerinin eserin muhtevasındaki tesiri, eserin mahiyeti hakkında ihtilafa neden olmaktadır. Bu makalede söz konusu tartışmaya yön vermek üzere el-İşârâtü’l-ilâhiyye, mukaddime kısmındaki beyânât üzerinden tanımlayıcı bir yöntem ile incelenmekte ve eserin yönteminin tatbiki seçilen örnekler çerçevesinde değerlendirilmektedir. Böylelikle müellifin eserini öne çıkaran özgün yönünün ve eserin tefsir açısından değerinin tespit edilmesi amaçlanmaktadır. Araştırmanın neticesinde el-İşârâtü’l-ilâhiyye’nin mutlak manada bir Kur’ân tefsiri değil; ancak usûl kaidelerinin Kur’ân merkezli ortaya koyulduğu bir tür Kur’ân ilimleri çalışması olarak değerlendirilebileceği sonucuna ulaşılmaktadır.
