Küreselleşme ile birlikte bilgi ve iletişim teknolojilerindeki gelişim ve dönüşüm tüm dünyayı etkisi altına almıştır. Özellikle son yıllardaki teknolojik gelişmeler toplumların, uluslara varıncaya kadar ki kültürel, ekonomik, siyasal süreçlerini de etkileyerek dijitalleşmeyi gerekli kılmıştır. Böylelikle devletler hem kendi halklarıyla hem de diğer devletler ve onların halklarıyla stratejik, politik ilişkiler kurarak iletişime geçebilmekte ve geri bildirim alabilmektedir. Bilgi ve iletişim teknolojilerinde yaşanan bu değişim ve gelişim, sosyal ağlar ve mobil teknolojiler aracılığıyla internet ortamında sanal bir dünya oluşturmuştur. Günümüzde dünya nüfusunun yarıdan fazlası mobil cihaz kullanmakla birlikte yine dünya nüfusunun yarısı sosyal medyada konumlanmaktadır. Sosyal medya ve mobil teknolojilere artan bu ilgi zaman içerisinde hem bireylerin yaşam pratiklerini etkilemiş hem de ülkelerin yönetim politikalarını ve stratejilerini değiştirmiş, aynı zamanda da iletişim alanına yeni kavram ve terimlerin girmesini sağlamıştır. Bu kavramlardan biri de günümüzde sıkça kullanılmaya başlayan dijital diplomasidir. Dijital diplomasi, dış politikada yaşanan olayların daha çok dijital iletişim araçları aracılığı ile ele alınarak bu olayların gündeme getirilmesi olarak tanımlanmaktadır. Dijital diplomasiyi klasik diplomasiden ayıran en önemli fark ise kısa sürede daha fazla bireye ulaşması ve anında geri bildirim alabilme özelliğine sahip olmasıdır. Gelişen bu iletişim ve bilişim teknolojileri bir taraftan diplomasiyi dijitalleştirmiş diğer bir taraftan ise haber üretim ve dağıtım süreçlerini etkileyerek dijitalleştirmiştir. Tüm bu gelişmeler habercilik ve diplomasinin birbirinden ayırt edilemez şekilde konumlandığını ve diplomasinin dijital bir bakış açısına sahip olması gerektiğini göstermiş, aynı zamanda da habercilik anlayışını etkilemiş ve değişime uğratmıştır. Özellikle dış haberler bölümünde çalışan haberciler artık haberlerini toplarken; haber kaynaklarını ve haber üretim süreçlerini yeniden gözden geçirmekle birlikte dijital habercilik anlamında da kendilerini yenilemek ve yetiştirmek durumundadırlar. Bu çalışmanın amacı ülkeler arasındaki ilişkilerin yönetilmesinde çok önemli bir role sahip olan diplomasi yönteminin dijitalleşme ile birlikte nasıl bir değişime uğradığını tespit etmekte birlikte; habercilik anlayışını, işleyişini ve işlevini nasıl etkilediği üzerinde durulmaya çalışılmıştır. Yine çalışmada dijital diplomasinin haber ile olan ilişkisi değerlendirilmiş ve dijital diplomasinin habercilik anlayışına getirdiği yenilikler üzerinde durulmuştur. Çalışmada konunun daha iyi anlaşılabilmesi için konuya ilişkin eski ve yeni çok sayıda kaynak incelenerek literatür taraması yapılmıştır.
With globalization, the development and transformation of information and communication technologies has affected the whole world. In particular, the technological developments in recent years have made it necessary to digitize by influencing the cultural, economic and political processes of societies, until they reach the nations. Thus, the states can communicate and receive feedback by establishing strategic and political relations with both their peoples and with other states and their peoples. This change and development in information and communication technologies has created a virtual world in the internet environment through social networks and mobile technologies. Today, more than half of the world’s population uses mobile devices, but half of the world’s population is on social media. This increasing interest in social media and mobile technologies has, over time, both influenced individuals’ life practices and changed the governance policies and strategies of the countries, and also made it possible for new concepts and terms to enter the communication field. One of these concepts is digital diplomacy that is often used today. Digital diplomacy is defined as the agenda of these events by addressing more events in foreign policy through digital means of communication. The most important difference that distinguishes digital diplomacy from classical diplomacy is that it has the ability to reach more individuals in a short time and receive immediate feedback. These advanced communications and information technologies, on the one hand, have digitalized diplomacy and on the other hand, have digitalized the processes of production and distribution of news. All of these developments have shown that communication and diplomacy are undifferentially positioned and that diplomacy must have a digital perspective, and have also influenced and changed the understanding of communication. Specifically in the external news department, the messengers are now collecting their news; while re-examining the news sources and the news production processes, they have to renew and train themselves in the sense of digital news. The aim of this study is to identify how the method of diplomacy, which plays a very important role in the management of relations between countries, has changed along with digitalization, and to focus on how it affects the understanding, functioning and functioning of communication. Again, the study assessed the relationship of digital diplomacy with news and focused on the innovations that digital diplomacy brought to the understanding of communication. In the study, a lot of old and new sources related to the subject were studied in order to better understand the subject.

Digital diplomacy is defined as bringing these events to the agenda by addressing the events in foreign policy mostly through digital communication tools. The most important difference that distinguishes digital diplomacy from traditional diplomacy is that it reaches more individuals in a short time and has the ability to receive instant feedback. These developing communication and information technologies have digitized diplomacy on the one hand and digitized news production and distribution processes on the other. In the light of these developments have shown that journalism and diplomacy are positioned indistinguishably from each other and diplomacy should have a digital perspective, at the same time, they have affected and changed the understanding of journalism. Today, while the journalists particularly working in the foreign news department are collecting their news; they also have to renew and train themselves in the sense of digital journalism as well as re-reviewing their news sources and news production processes. The aim of the present study is to determine how the diplomacy method, which has a very important role in the management of relations between countries, has undergone a change with digitalization; additionally, it has been tried to focus on how it affects the understanding, functioning and function of journalism. Moreover, in the study, the relationship of digital diplomacy with news were evaluated and the innovations brought by digital diplomacy to the understanding of journalism were focused on. In order to better understand the subject in the study, a large number of old and new sources related to the subject were examined and a literature review was conducted.
