Girişimcilik ile kalkınma arasında doğru yönde bir ilişki bulunmaktadır. Girişim faaliyetlerinin artması ekonomik kalkınmayı sağlayarak, ekonomik temelli göçleri azaltmaktadır. Bu çalışmada da Erzurum ilinin göç ve girişimcilik yapısı ele alınmıştır. İlden son dönemlerde kaynaklanan göçlerin; nedenleri ve sonuçları irdelenerek, göçlerin azaltılmasına dair ilin girişimcilik yapısı üzerine değerlendirmeler yapılmıştır. Göç nedenlerinin tespitinde TÜİK tarafından hazırlanan “illerde yaşam endeksi” veri seti kullanılmıştır. Bu veri setinde yer alan değişkenlerden verilen göçler üzerinde etkisi olanlarının tespiti regresyon analizi ile yapılmıştır. Analiz sonucunda; göçler üzerinde %95 güven aralığında ve 0.05 anlamlılık düzeyinde istatistiksel olarak anlamlı olan değişkenin “gelir ve servet” olduğuna dayalı bir modele ulaşılmıştır. Bu sonuç, ilin verdiği göçlerin temelinde ekonomik nedenlerin en önemli göç nedeni olarak önemini koruduğunu göstermektedir. İlden kaynaklanan göçlerin azaltılması adına yapılacak iyileştirmeler de bu yön üzerinde olmalıdır. Bu doğrultuda kalkınmayı pozitif yönde etkileyen girişim sayılarının artırılması çözüm yollarından birisi olacaktır. Toplam girişim sayısı bakımından 81 il içerisinde 42. sırada yer alan ilde girişim sayıları yetersizdir. Kalkınma için önemi vurgulanan; “imalat”, “tarım”, “mesleki, bilimsel ve teknik faaliyetler” üzerine girişim sayıları ise süreç içerisinde istenilen düzeyde artış yakalayamamıştır. Bu sebeple ilinin ekonomik yönden kalkınması ve ekonomik nedenlere bağlı göçlerin azaltılması için bu faaliyet alanlarındaki yenilikçi girişim sayılarının artırılması önem taşımaktadır.
There is a positive relationship between entrepreneurship and economic development. The increase in entrepreneurial activities reduces economy-based migration flows by facilitating economic development. In this study, the migration and entrepreneurship structures of Erzurum province were addressed. By examining the causes and consequences of the migration from Erzurum province in the last period, the evaluations were made about the entrepreneurship structure of the province in terms of reducing the migration. The data set that was retrieved from the ‘Index of Life in the Provinces of Turkey’ prepared by the Turkish Statistical Institute was utilized to find out the causes of migration from Erzurum. The identification of the variables that had effects on the migration from Erzurum province as per this data set was performed through regression analysis. Alongside the regression analysis, a model that indicated that the variable that was statistically significant at the 5% level with a 95% confidence interval was ‘income and wealth’ was obtained. This result demonstrates that, based on the migration from Erzurum province, the economic reasons still keep its position as the most important cause of migration. The improvements to be made to reduce the migration from the province should focus on this aspect. In this direction, increasing the number of enterprises that positively affect economic development will be one of the solutions. The number of enterprises is inadequate in Erzurum province that ranks 42nd out of 81 Turkish provinces in terms of the total number of enterprises. The number of enterprises on ‘manufacturing’, ‘agriculture’, and ‘vocational, scientific, and technical activities’ whose importance was stressed for economic development could not increase at the desired level in the province during the process. Therefore, increasing the number of innovative enterprises in these areas is of importance to the economic development of the province and the reduction of migration arising from economic reasons.
