Göçler tarih boyunca dinamik olarak yaşanan, toplumları farklı seviyelerde etkileyen ve ülkelerin sosyoekonomik kalkınması üzerinde olumsuz izler bırakan yer değişimleridir. Bu çalışmada; toplumların gelişmesi ve sosyoekonomik kalkınma üzerindeki olumsuz etkilerinin giderilebilmesi için göçlerin azaltılmasının gerekliliği ve ülkenin dengeli bir şekilde gelişebilmesi için bölgesel kalkınmanın güçlendirilmesinin önemi üzerinde durulmuştur. Çalışmanın amacı; göçlerin sosyoekonomik gelişme ve kalkınma üzerindeki etkilerini ortaya koymak ve bu üç kavram arasındaki etkileşimi açıklamaktır. Yöntem olarak teorik veriler, saha çalışmaları, gözlemler ve alandaki tespitlerden yararlanılmıştır. Türkiye’de yaşanan göç hareketlilikleri ve bu göçlerin ülkenin kalkınması ve gelişmesi üzerindeki etkileri üzerinde durulmuştur. İnsanların çeşitli sebeplerle göç etmek zorunda kalması ve belli bölgelere yoğunlaşması ülkenin imkân ve fırsatlarının yeterince kullanılmasını engellemekte ve bölgesel farklılıkları doğurmaktadır. Dış göçler, işgücü göçü ve beyin göçü yoluyla beşerî sermayenin ülkenin kalkınmasına yönelik kullanımını önlemektedir. Yerleşik düzenin dinamik bir yapıda olması ve göç sirkülasyonlarının yoğun olması ülkenin sosyoekonomik gelişme ve kalkınmasını yavaşlatmaktadır. Ülkenin sağlıklı bir şekilde gelişebilmesi için iç ve dış göçün önlenmesi veya azaltılması gerekmektedir. Hizmet ve yatırımları ülke geneline dengeli dağıtmak göç hareketlerini yavaşlatacak ve insanların yaşadığı bölgeleri sahiplenmesini sağlayacaktır. İnsanların hizmetlerin bulunduğu yerlere yoğunlaşmasına zemin oluşturmak yerine hizmetleri insanların ayağına götürmek göçlerin azalmasını sağlayacak ve kalkınmayı güçlendirecektir. Göç hareketleri daha çok bölgesel imkanların yetersizliğinden kaynaklanmaktadır. Daha verimli eğitim ve sağlık hizmetine erişim beklentisi, güvenlik, iş ve istihdam olanaklarının yetersizliği gibi göç etmeye sebep olan etmenlerin bölgesel düzeyde iyileştirilmesinin ve bu sorunların çözümü için uygulanabilir kalıcı politikalar üretilmesinin insanların kolay yer değiştirmesini önleyeceği ve ülkenin dengeli kalkınmasını sağlayacağı düşünülmektedir.
Migration is a dynamic change throughout history, which affects societies at different levels and leaves negative traces on the socio-economic development of countries. This study emphasizes the need to reduce migration in order to eliminate the negative effects of communities on socio-economic development and the importance of strengthening regional development in order for the country to develop in a balanced manner. The aim of the study is to reveal the impact of migration on socio-economic development and development and to explain the interaction between these three concepts. As a method, theoretical data, field studies, observations and detections in the field were used. The migration movements in Turkey and the effects of these migrations on the development and development of the country are focused on. The fact that people are forced to migrate for a variety of reasons and the concentration in certain areas prevents the country’s possibilities and opportunities from being sufficiently exploited and generates regional differences. Foreign migrations, labour migration and brain migration prevent the use of human capital for the country’s development. The dynamic structure of the settlement and the intensity of the migration circulations slow down the socio-economic development and development of the country. It is necessary to prevent or reduce domestic and external migration in order for the country to develop in a healthy manner. The balanced distribution of services and investments throughout the country will slow down the migration movements and make it possible for people to possess the areas where they live. Instead of building a ground for people’s concentration in the places where services are located, bringing services to the foot of people will reduce migration and strengthen development. The immigration movements are more due to the lack of regional capacities. It is believed that regional improvement of factors that lead to migration, such as the expectation of access to more efficient education and health services, the lack of security, employment and employment opportunities, and the development of sustainable policies that can be implemented to solve these problems will prevent people from easily changing place and ensure the country’s balanced development.
