Kültürel/kentsel mirasa sahip şehirlerin, kent planlarında sürdürülebilir planlama için kültürel mirasın korunmasını gerekli bir amaç olarak algılaması koruma açısından hayati bir öneme sahiptir. Bu süreç, kültürel mirası koruma programının sürdürülebilir bir yaklaşımla ele alınmasını zorunlu kılmaktadır. Geçmişten günümüze kadar tecrübelerimiz kültürel mirası koruma planlamasının, sürdürülebilir planlama çalışmalarına olumlu katkıları olduğunu göstermiştir. Bu da ancak doğal ve kültürel mirasın önemli faktörlerini planlama vasıtasıyla, korumak ve geliştirmekle mümkündür. Sürdürülebilir kentsel gelişim ile bağlantılı olarak çevrenin korunması, kültürel / kentsel miras, doğal miras, kültürel peyzaj gibi konuların da canlandırılması, mirasın geleceği için olumlu bir gelişmedir. Bu çalışmada, teorik bir değerlendirme çerçevesi oluşturulacak ve bu çerçeve, çevresel ve kültürel mirası korumayı amaçlayacaktır; miras ise sosyo - kültürel ve ekonomik kaynak, ekolojik ve sosyal değer olarak kabul edilececektir. Bu çalışmaya göre, çevresel, ekonomik ve sosyo-kültürel bileşenleri içeren sürdürülebilir planlama, aynı zamanda kültürel varlıkların sürdürülebilirliğini de sağlamayı amaç edinmelidir. Sürdürülebilirlik verilerinin kullanımı bu planlama sürecinde kaçınılmazdır. Bu çerçevede yapılan bu çalışmada, sürdürülebilir kentleşme için önemli bir araç olarak sürdürülebilir planlama ele alınmakta ve bu kavramın kültürel mirasın korunması ve yeniden değerlendirilmesini içermesinin gereklililiği tartışmaya açılmaktadır. Bu teze göre, kültürel mirasın tanımı gereği sürdürülebilirlik için önemli bir kaynak teşkil etmekte ve bu mirasın içeriği sürdürülebilir kentleşme planlaması açısından önemli bir katkı olarak kabul edilmektedir. Dolayısıyla, konu bu tez çerçevesinde ele alınacaktır.
It is vital for the protection that cities with cultural/city heritage perceive the preservation of cultural heritage as a necessary purpose for sustainable planning in their urban plans. This process makes it compulsory that the cultural heritage protection program is addressed by a sustainable approach. Our experience from the past to the present has shown that cultural heritage protection planning has been a positive contribution to sustainable planning work. This is only possible by planning, preserving and developing important factors of natural and cultural heritage. In connection with sustainable urban development, the conservation of the environment, the revitalization of topics such as cultural / urban heritage, natural heritage, cultural landscape, is a positive development for the future of heritage. In this study, a theoretical assessment framework will be created and this framework will aim to preserve the environmental and cultural heritage; the heritage will be considered as a social-cultural and economic resource, ecological and social value. According to this study, sustainable planning, which includes environmental, economic and socio-cultural components, should also aim to ensure the sustainability of cultural assets. The use of sustainability data is inevitable in this planning process. In this framework, the study considers sustainable planning as an important tool for sustainable urbanization, and the need for this concept to include the preservation and re-evaluation of cultural heritage is open to discussion. According to this thesis, the definition of cultural heritage constitutes an important resource for sustainability and the content of this heritage is considered an important contribution to sustainable urbanization planning. So, the issue will be addressed in this framework.
It has vital importance fort he protection that cities with cultural/urban heritage perceive the protection of the cultural heritage as a necessary aim for the sustainable and total planning in urban plans. That obliges the protection program of cultural heritage to be in a sustainable approach. From past to present many opinions have showed that the studies of protection planning of cultural heritage have positive contributions as well as studies of sustainable planning. It is possible via planning, protecting and extending the important factors of the natural and cultural heritage. It is a positive development for the future of the heritage that reviving the subjects such as protecting environment, cultural/ urban heritage, natural heritage, cultural landscape in connection with sustainable urban development. In this study, a theoretical assessment framework shall be created and this framework shall aim to protect the environmental and cultural heritage; and to consider heritage as socio - cultural and economic resource, and an ecological and social value. According to this study, sustainable planning involving environmental, economic and socio-cultural components should also aim to ensure the sustainability of cultural assets. The usage of data related to sustainability is inevitable within this planning process. This study within this framework addresses sustainable planning as an important tool for sustainable urbanization; and one issue to be discussed within this concept is that whether it should contain the protection and the new assessment period of cultural heritage. According to a thesis, the definition of cultural heritage represents an important resource for sustainability, while the content of this heritage is to be considered as an important contribution in terms of sustainable urbanization planning. Therefore, the topic shall be considered within the framework of this thesis.
