Hastalar haklarını öğrendikçe sağlık hizmeti sunumunda çeşitlilik ve kaliteye olan ilgi de artmaktadır. Kalitenin temel unsurlarından olan hasta güvenliği kavramı, genel anlamda hastaya zarar verilmesini önlemek amacıyla sağlık kuruluşunun ve çalışanlarının aldığı önlemlerdir. Sağlık çalışanları genellikle yarar ve zarara ait çeşitli etkenleri değerlendirmede neye göre davranacakları konusunda uzlaşamamaktadırlar. Çünkü yarar ve zararın ne olduğu konusunda her zaman somut bir kanıt yoktur. Kurumun ve sağlık çalışanlarının benimsediği etik değerlerle bu çelişkinin ortadan kaldırılması mümkündür. Bu görüşten hareketle sağlık çalışanlarının etik iklim algılarının hasta güvenliği kültürüne etkisinin araştırmaya konu edilmesi kararına varılmıştır. Bu iki değişken arasındaki etkileşimi inceleyen çalışmalara rastlanamamış olması konunun özgün olduğuna yönelik bir belirti olarak kabul edilmiştir. Çalışmanın temel amacı, sağlık çalışanlarının değerlendirmelerine göre etik iklim algısının hasta güvenliği kültürü üzerindeki etkisinin belirlenmesidir. Araştırmanın evrenini Elazığ İl Merkezi’nde yer alan tüm hastanelerin çalışanları oluşturmaktadır. Elazığ İl Merkezi’nde kamuya ait 4, özel sektöre ait 4 toplam 8 hastane yer almaktadır. Bu hastanelerde toplam 3320 sağlık çalışanı istihdam edilmektedir. Çalışmanın verileri, 01.05.2017-30.06.2017 tarihleri arasında anket yöntemi ile toplanmıştır. Etik iklim ve hasta güvenliği kültürü ölçekleri, 5’li Likert ölçeğine göre derecelendirilmiştir. Değerlendirilen anket sayısı ise 346’dır. Araştırma sonucunda katılımcıların etik iklim algılarının yüksek (Ortalama = 3,43; ss=0,85) ve hasta güvenliği kültürü algılarının ise vasat (Ortalama = 3,18; ss=0,54) kabul edilebileceği kanısına varılmıştır. Etik iklim algısının hasta güvenliği kültürü üzerindeki etkisinin pozitif yönde ve vasat olduğu belirlenmiştir. Etik iklim hasta güvenliği kültürü üzerinde %28 oranında etkili olabilmektedir. As patients learn their rights, the interest in the diversity and quality of the healthcare offerings also increases. The concept of patient safety, which is one of the basic elements of quality, is the measures taken by the health institution and its employees in order to prevent damage to the patient in general. Health workers often do not agree on how they will behave in assessing the various factors of benefit and harm. There is not always any evidence of what the benefit and harm are. It is possible to eliminate this contradiction with the ethical values adopted by the institution and health workers. This view has led to the decision to investigate the impact of the ethical perceptions of healthcare professionals on the patient safety culture. The fact that the study of the interaction between these two variables has not been found is considered a sign that the subject is original. The main objective of the study is to determine the impact of the ethical perception of the climate on the patient safety culture according to health care workers’ assessments. The universe of research is made up of employees of all hospitals located in the Elazığ Provincial Center. In Elazığ Provincial Center there are 4 public-owned, 4 private-owned, 8 hospitals in total. In total, 3,320 health workers are employed in these hospitals. The data of the study was collected by the survey method between 01.05.2017-30.06.2017. The ethical climate and patient safety culture scales are classified according to the 5 Likert scale. The estimated number is 346. The study found that the participants’ ethical perceptions of the climate are high (medium = 3.43; ss = 0.85) and the patient safety culture perceptions are acceptable (medium = 3.18; ss = 0.54). The effect of the ethical perception of the climate on the patient safety culture has been determined to be in a positive direction and vasat. The ethical climate can affect the patient safety culture by 28%. [r=0,528; r2=0,279; p<0,001]
