Democratic Public Administration or Participation in Public Administration is a matter that has existed since ancient times and has emerged in different forms in different cultures. It implies that citizens, who are responsible for the development and shaping of public policies, should participate in consultation, agenda-setting and decision-making processes at a general level. It implies that all citizens, especially those involved in decision-making, participate in decision-making and problem-solving processes with a focus on purpose. Participatory mentality in public administration is a governance-based approach that recognizes the plurality of goals and values as a collaborative and problem-solving method designed to reach the most acceptable policy. For this reason, it is a decision-making process aimed at democratic legitimacy and effectiveness that makes it easier for concerned citizens, interest and pressure groups, non-governmental organizations and the state to make decisions together. In this study, the general principles of democratic governance and the importance of participation in public administration will be stressed then, the models and processes of participation in public administration will be examined.
