Public administration should ensure that citizens have equal access to the rights of all. In classical public administration, people cannot actively participate in decision-making, cannot be represented and cannot access sufficient information about their rights. So that human rights are not protected. This leads to new quests in democracy and public administration. Governance can be described as “complex mechanisms, processes, relationships and institutions through which citizens and groups articulate their interests, exercise their rights and obligations and mediate their differences”. City councils are governance mechanisms. In this case, councils need to contribute to the development and protection of human rights. The purpose of this article is to take attention to the link between governance and human rights, to deal with the functions of the city councils with human rights approach and to evaluate city councils in Eskişehir city.
