Disabled people are discriminated based on their disability in every areas of daily life; in finding jobs, health institutions, and transportation also in education. An important part of the society is excluded from the education system, being marginalized and isolated. For example, according to Turkey Disability Survey, while 12.9% of general population were illiterate, this rate appears to be 3 times higher among disabled. 84.2% of disabled people have primary and pre-primary level of education. According to Measurement of Discrimination Based on Disability Survey, 51% of the sample group of disabled people detect discrimination in education, and 70% of them predict to face with a discriminative implementation in the future. In this sense, right to education is manifested only as a theoretical discourse at least for disabled people. For this reason, essential elements, principles and standards of right to education for people with disabilities have to be clarified in the light of national and international regulations, thus a consciousness of social awareness and anti-discrimination must be formed.
