Bu araştırma, Milli Eğitim Bakanlığı, Öğretmen Yetiştirme ve Geliştirme Genel Müdürlüğünün 2017’de yayınlamış olduğu “Öğretmenlik mesleği genel yeterlikleri, mesleki beceri yeterlikleri” ile ilgili ifadelerin revize edilmesinden oluşmaktadır. Milli Eğitim Bakanlığının yayınlamış olduğu mesleki beceri yeterlikleri adlı çalışmada yer alan ve 28 maddeden oluşan ifadeler araştırmacı tarafından revize edilerek 3 madde de araştırmacı tarafından eklenerek 31 maddelik bir ölçeğe dönüştürülmüştür. Revize edilerek öğretmen yeterliklerini kapsayan ifadelerden oluşan ölçek, daha sonra geçerlik ve güvenirlik çalışmasına tabii tutulmuştur. Milli Eğitim Bakanlığının yayınlamış olduğu mesleki beceri yeterlik alanları 4 başlık altında toplanmış olup bunlar Eğitim öğretimi planlama, öğrenme ortamları oluşturma, öğrenme ve öğretme sürecinin yönetme, ve ölçme ve değerlendirmedir. Ölçeğin revize çalışmaları için dil, içerik, ölçme ve değerlendirme alanlarındaki uygunluğu için alandan uzmanların görüşlerine sunulmuştur. Uzmanların önerileri doğrultusunda üzerinde bazı değişiklikler yapıldıktan sonra, ölçeğin anlaşıla bilirliğini test etmek amacıyla tam uyarlanıp uyarlanmadığını belirlemek amacıyla ölçek, dört hafta ara ile bir grup öğretmene uygulanmıştır. Her iki ölçekten alınan puanlar arasındaki tutarlığı test etmek için, Pearson Momentler Çarpımı Korelasyon Katsayısı hesaplanmış ve 0,88 olarak belirlenmiştir. Buna göre, ilk yeterlik ifadeleri ile ve revize edilen ifadeler arasında yüksek düzeyde pozitif ve anlamlı bir ilişki olduğu saptanmıştır. Bu şekilde eşdeğerliği sağlanan ölçek, Nizip ilçe merkezinde yer alan ve çeşitli okullarda görev yapan toplam 193 öğretmene uygulanmıştır. Ölçeğin Cronbach Alpha iç tutarlık kat sayısı, 0,94 ve test- tekrar test güvenirliği ise 0,97 olarak saptanmıştır. Yapılan faktör analizi sonuçlarına göre, öğretmenlere yönelik mesleki beceri yeterlikleri ölçeğinin de orijinalinde ki gibi 4 başlık altında toplanmış olduğu görülmektedir. Ancak Revize edilen ve 4 faktörlü olan nihai ölçekte orijinal ölçekte bulunan 28 maddeye ek olarak eklenen 3 maddelik 31 toplam maddeden oluşan ilk ölçek, geçerlik ve güvenirlik çalışmaları sonucunda toplam 23 maddeden oluşan nihai ölçek olarak kabul edilmiştir. Milli Eğitim Bakanlığının belirlemiş olduğu mesleki beceri ile ilgili 28 ifadenin tamamı ölçeğe dahil edilmemiştir. Bu durum daha az sayıda madde ile daha çok özelliği ölçebilmek ile alakalıdır. Geçerlik ve güvenirlik analizleri sonucunda, ifadeleri revize edilerek anket maddelerine dönüştürülen ölçeğin Türkiye’de Milli Eğitim Bakanlığı’na bağlı okullarda görev yapan öğretmenlerin mesleki beceri ile ilgili yeterliklerinin belirlenmesinde, kullanılabilecek geçerli ve güvenilir bir araç olduğu tespit edilmiştir.
This research consists of the review of the statements related to "General qualifications of teaching profession, professional skills qualifications" published by the Ministry of National Education, the General Directorate of Teacher Education and Development in 2017. The scale consisting of expressions covering the teachers' qualifications, which were revised, was then kept in validity and reliability work. The fields of professional skills that the Ministry of Education has published are gathered under 4 titles; Education teaching planning, learning environments creation, learning and teaching process management, and measurement and evaluation. Experts from the field have been presented to the opinions of the relevantity in the fields of language, content, measurement and evaluation for the revised studies of the scale. After some changes were made according to the recommendations of the experts, the scale was applied to a group of teachers with a four-week interval in order to determine whether the scale was fully adapted in order to test its knowledge. To test the consistency between the points obtained from both scales, the Pearson Moment's Collapse Correlation Score was calculated and determined to 0.88. Accordingly, it has been found that there is a high-level positive and meaningful relationship between the first qualification statements and the revised statements. The scale provided in this way was applied to a total of 193 teachers located in the centre of the Nizip district and working in various schools. The internal consistency of the Cronbach Alpha measurement is 0.94 and the test-re-test reliability is 0.97. According to the results of the factor analysis, the scale of professional skills for teachers appears to be collected under 4 headlines as originally. However, the first scale, validity and reliability studies resulted from the final scale, which was revised and included in the final scale with 4 factors, which was added in addition to the 28 items in the original scale, and the 3 items included in the total scale of 31 items were considered the final scale consisting of a total of 23 items. All 28 statements concerning the professional skills determined by the Ministry of National Education have not been included in the scale. This situation is related to being able to measure more characteristics with fewer substances. As a result of validity and reliability analyses, the scale converted into survey materials by reviewing statements has been found to be a valid and reliable tool that can be used in determining the qualifications of teachers who work in schools affiliated with the Ministry of Education in Turkey.
