People with disabilities constitute relatively the largest group among the disadvantageous groups which are the fields of study for social policies discipline. This study discusses primarily conditions causing the disability, results of and measures for the disability. It investigates social policy practices developed for solving problems of the people with disabilities and effects of these practices. Education and employment are two important fields affecting participation of any disabled person in social life. Purpose of the comprehensive social policies is to increase social participation through individual adaptations and supports. Education and employment are considered as successive processes in traditional approach. It is seen that, however, supported employment model consisting of the combination of theoretical training and applied training is useful in employment of people with disabilities. We analyze and compare social policies of different countries on vocational education and employment for the people with disabilities. As for the evaluation sections, policies implemented by Turkey are mentioned and suggestions are made in this respect.
