Özet:

The overall quality management system (TKY) initially applied in private companies, is also applied in the last public. The aim of this study is to explore the TKY system that is trying to be implemented in local governments. In the investigation, in the framework of the Gerede Municipality, it was tried to identify what obstacles in front of the implementability of the TKY in the municipalities and proposed solutions. In this direction, a survey was implemented to the staff working in the Gerede Municipality in order to measure the demographic elements affecting the application of the Quality Management System, TKY principles, organizational and administrative elements. The survey results were statistically evaluated in the SPSS 22 package program, Factor Analysis and ANOVA Analysis. The findings are based on the elements that support and make it difficult for the TKY in the Gerede Municipality. Though the work of TKY still has difficulties in the implementation of the municipalities, it is achieved that if efforts and efforts are made, successful results can be obtained. The aim of this study is to examine the TQM system used within the local governments. The study is aimed at determining the obstacles for TQM system applicatias municipalities, and suggesting solutions for overcoming these obstacles in Gerede Manucipality. In this regard, a questionnaire form is formed and applied to staff of Gerede municipality in order to measure demographical, organizational administrative entities and TQM principles affecting the Quality System Applications. Questionnaire results are statistically evaluated at SPSS 22 software program and Factor analysis and ANOVA analyses are conducted. Facilitators and obstacles for TQM in Mumbai are determined by evaluating obtained results. The study reveals that successful outcomes can be achieved with further effort and determination even though difficulties in application of TQM in municipalities exist.
