Özet:

Abstract enTotal Quality Management Model's implementation in local administrations' management systems takes a part among attempted efforts in order to provide effectiveness and transparency in terms of quantitative and qualitative in eliminating problems that have been experienced in the local administrations within our states, strengthening the local administrations and concomitantly opening the local administration services to public. Many local administration units (more often the municipalities) experience the Total Quality Management Model's adaptation process to the management systems. Study; which is carried-out for the purpose of increasing awareness and sensitivity to which we need the local administrations to strength by observing changes and developments that have been experienced within this process more transparently; examines the management systems of Municipality of Bursa Osmangazi, which implements the Total Quality Management Model, and Municipality of Bursa İnegöl, which does not implement the Total Quality Management Model, by comparing them within questionnaire and documentation studies that have been performed in the context of the Total Quality Management by starting from assumption for which the Total Quality Management Model shall provide significant contributions in reaching targets. When data that has been obtained in field study performed is determined, it is come to the conclusions that the Total Quality Management model's implementation in the local administrations shall provide the effectiveness in terms of quantitative and qualitative in opening the local administration services to public, strength the local administrations by increasing the public's confidence, concern and allegiance to the local administrations and accordingly have an impact in the direction of accelerating democratization. In this context, the significant achievements that some of our municipalities have had by transferring the Total Quality Management Model to their managements strength our expectations in the direction of filling our glass of which greater part is empty easily by benefiting from modern management techniques.
