Suudi Arabistan Dış Politikasında Muhammed Bin Selman’ın “Bumerang” Etkisi

Abstract:

Bu çalışmada, Suudi Arabistan Dış Politikası (SADP) ele alınmış ve rejimin güvenliği için dış politikanın araçsallaştırılabileceği gösterilmeye çalışılmıştır. Suudi Arabistan’da taht, kurucu lider Kral Abdülaziz bin Suud’un oğulları arasından çoğunlukla yaşça büyük olana verilmiştir. Son dönemde kurucu liderin oğullarının ölüm sebebiyle sayılarının azalması veya çok yaşlı olmaları nedeniyle, torunlarının da tahta varis olmaları durumu ortaya çıkmıştır. Torunlardan biri olan Muhammed bin Selman, babasının tahta geçişiyle devlet kademelerinde hızla yükselmiş ve veliaht prens olmuştur. Kral Selman bin Abdülaziz döneminde yaşanan iç politika gelişmelerinde, küresel ve bölgesel aktörlerin etkileri gözlenmiştir. Muhammed bin Selman’ın bu aktörlerle çeşitli işbirlikleri yaparak iç politikada etkinliğini arttırdığı ve rakiplerini saf dışı bıraktığı düşünülmektedir. Bu anlamda çalışmada, Uluslararası İlişkiler teorilerinden inşacı yaklaşımın dış politika ve iç politika arasındaki geçişkenliği vurgulayan “bumerang etkisi” kavramı ile SADP incelenirken, dış politikada yaşanan süreçlerin iç politikada yansımaları değerlendirilmiştir. Suudi Arabistan’da, taht mücadelesi ve gerçekleştirilmek istenen toplumsal değişim açısından yeni bir döneme girilmiştir. Kimliklerin yeni oluştuğu ya da değişim geçirdiği böyle dönemlerde dış politikanın daha önemli hale geldiği ve inşacılığın açıklama kapasitesinin arttığı varsayımı, Muhammed bin Selman’ın dış politikaya dönük hamlelerinde pek çok örnek olayla desteklenmiştir.

Abstract:

In this study, the foreign policy of Saudi Arabia (SADP) was discussed and tried to show that the foreign policy could be instrumentalized for the security of the regime. In Saudi Arabia, the throne was mostly given to the elderly among the sons of the founding leader King Abdulaziz bin Saudi. In recent period, the founding leader's sons died due to their numbers decreased or they were too old, and their grandchildren were also the state of the trees. One of his grandchildren, Mohammed bin Salman, has rapidly risen in the state stages with his father’s throne pass and has become the grandchild prince. In the development of domestic policy during King Salman bin Abdulaziz, the influence of global and regional actors has been observed. It is believed that Mohammed bin Salman, by doing various cooperations with these actors, increased his effectiveness in domestic policy and left his rivals out of the ground. In this sense, the study of the "bumerang effect" concept of the construction approach from the theories of international relations, which emphasizes the transition between foreign policy and domestic policy, while SADP is examined, the reflection of the processes in foreign policy in domestic policy is assessed. In Saudi Arabia, a new era has entered in terms of the throne struggle and the social change to be achieved. The assumption that foreign policy is becoming more important in such periods when identities are newly formed or changing, and that the capacity of exploration of the architecture is increased, has been supported by many examples of events in Mohammed bin Salman's movements towards foreign policy.

Abstract:

In this study, Saudi Arabia Foreign Policy (SAFP) is discussed and it was tried to show that foreign policy can be utilized as a tool for safety of the regime. The throne in Saudi Arabia was generally given to the elder one among sons of the founder leader King Abdulaziz bin Saud. Recently, grandsons of the founder leader have started to become heirs to the throne due to decreasing in number of sons and their old age. One of the grandsons, Mohammed bin Salman rose to power rapidly and became crown prince after his father became king. Influences of global and regional actors in internal affairs of the term of King Salman bin Abdulaziz were observed. It is considered that Mohammad bin Salman enhanced his efficiency in domestic policy and put his opponents out of action by having some variety of relations with those actors. In this sense, in the study, together with investigating SAFP with boomerang effect concept of constructive approach among the theories of international relations, which emphasizes the transitivity between internal affairs and foreign policy, reflections of the processes in foreign policy onto domestic policy were evaluated. A new era has started in Saudi Arabia in terms of throne struggles and social upheaval that tried to be realized. The hypothesis claiming that foreign policy becomes more important and explanation capacity of constructivism increases in such cases that identities regenerate or undergo change, is supported with many case studies about the moves of Mohammad bin Salman directed to foreign policy.
