Özet:

One of the current debates on public law is the discussion on the personalization of political governments, which has been evaluated in connection with authoritarianism and exceptionalization. It is observed that the constitutional architectures of authoritarian regimes have changed in recent years. The most significant point here is the personalization of political authority, whereas the fundamental feature of the modern state is impersonality and publicity of the state power. In this regard, this article aims to evaluate the case of personalization of political governance in relation to the concept of state power [Staatsgewalt]. To this end, the article firstly focuses on the main difference between normal and exceptional governments in terms of classical constitutional doctrine. Then, it examines 'authoritarian state'- 'autocratic authority/rule' nexus. Finally, the article discusses the theoretical meaning of personalization of political authority in relation to the concept of impersonal state power.
