Bu çalışmanın amacı, 6360 sayılı Kanun’la yapılan değişiklerin büyükşehir ilçe belediyeleri ve mahalleye dönüşen (kırsal alanlarda) birimlerde ortaya çıkardığı sorunların Kanun’un uygulama öncesi yapılan eleştiriler ve uygulama sonrası tespitler doğrultusunda değerlendirilmesi ve konuya akademik ilgi düzeyinin belirlenmesidir. Çalışmada, 2014 yılı sonrasında yazılmış olan lisansüstü tezler içerik analizi yapılarak incelenmiştir. Elde edilen bulgular, büyükşehir ve ilçe belediyeleri arasında görev, yetki ve koordinasyon sorunlarının yaşandığını, ilçe belediyelerinin hizmet alanının genişlemesinden dolayı kapasitelerinin yetersiz kaldığını, mahalleye dönüşen birimlere hizmet götürmede aksaklıkların görüldüğünü, imar planlamasından dolayı tarım ve hayvancılığın olumsuz etkileneceğini, köylünün muhatap bulmada sorunlar yaşadığını, gelişmiş ilçelerin ve belde halkının değişimden daha olumsuz etkilendiklerini, yapılan düzenlemenin demokratik temsil ve yerel özerkliğe uygun olmadığını göstermiştir. Kanun’un uygulanmasından önce yapılan eleştirilerle uygulama sonrası tespit edilen sorunların uyumlu olduğu görülmüştür.
The purpose of this study is to evaluate the problems arising from the changes made by Law No. 6360 in the major city district municipalities and neighborhood (in rural areas) units according to the criticisms made before the law and post-application findings and to determine the level of academic interest in the subject. In the study, graduate theses written after 2014 were studied by making content analysis. The findings obtained showed that there were problems of duty, authority and coordination between the majority and the municipalities, that the municipalities were insufficient due to the expansion of the service area, that there were disabilities in the service of the neighboring units, that agriculture and livestock would be negatively affected due to the construction planning, that the peasant had problems in finding the interlocutor, that the advanced districts and the municipality were more negatively affected by the change, that the arrangement was not in accordance with the democratic representation and local autonomy. Criticisms made before the law was found to be consistent with the problems identified after the law was implemented.
This study aims to evaluate the problems caused by the amendments made by Law No. 6360 in metropolitan district municipalities and units that have transformed into neighbourhoods (in rural areas) in line with the criticisms made before the implementation of the Law and after the implementation and to determine the level of academic interest in the subject. In the study, postgraduate theses have been written after 2014 were analyzed by content analysis. The findings show that there are duties, authority, and coordination problems between the metropolitan and district municipalities, the capacity of the district municipalities is insufficient due to the expansion of the service area, there are problems in providing services to the units that have turned into neighbourhoods, agriculture and animal husbandry will be negatively affected due to the zoning planning, the villagers have problems in finding the addressee, It has shown that developed districts and townspeople are affected more negatively from the change and the arrangement made is not suitable for democratic representation and local autonomy. It has been observed that the criticisms made before the implementation of Law No. 6360 and the problems determined after the implementation is compatible.
