Sovyetler Birliği’nin dağılması ile birlikte bu devleti meydana getiren on beş cumhuriyet bağımsızlıklarını ilan etmiş ve uluslararası toplumun yeni üyeleri olarak sistemdeki yerlerini almışlardır. Bununla birlikte bağımsızlıkla başlayan süreç söz konusu ülkelerin birçoğu için oldukça sancılı başlamış ve ekonomiden siyasete pek çok sorunla boğuşmak durumunda kalmışlardır. Bağımsızlık sonrası döneme sancılı başlayan ülkelerden biri de Azerbaycan olmuştur. Bağımsızlıkla birlikte Azerbaycan’da siyasal istikrarsızlığın hakim olduğu bir dönem başlamıştır. Bağımsızlık ilanının gerçekleştirildiği 18 Ekim 1991 tarihinden Haydar Aliyev’in Cumhurbaşkanı seçildiği 3 Ekim 1993 tarihine kadar olan iki yıllık zamanda geçici dönemlerle birlikte dört ayrı cumhurbaşkanı görev yapmıştır. İki yıllık bu süre sonunda Azerbaycan’da ekonomi dibe vurmuş, enflasyon binli rakamlara çıkmıştır. Azerbaycan’ın bu istikrarsız durumu Haydar Aliyev’in iktidara gelmesi ile birlikte değişmeye başlamış ve yaşanan istikrarla birlikte başta ekonomi olmak üzere birçok alanda önemli gelişmeler sağlanmıştır. 2003 yılında yönetimi babasından devralan İlham Aliyev, genel anlamda babasının takip ettiği politikayı devam ettirerek Azerbaycan’ı çok daha ileri noktalara taşımıştır. Bu bildiride uzun soluklu baba ve oğul Aliyevlerin iktidarları ile sağlanan siyasal istikrarın Azerbaycan’ın ekonomik gelişimine katkıları ve kötü gidişin nasıl tersine döndürüldüğü anlatılacaktır. Devamında ise oğul Aliyev’in babasının politikalarını genel anlamda devam ettirerek söz konusu istikrarlı yapının getirisini maksimize etmeye çalışmasına değinilecektir.
Following the disintegration of the Soviet Union, fifteen republics claimed their independence, as they had constituted the union, and took their places in the system as new members of the international arena. The process, which began with independence, actually started very painful for many of these countries and they had to struggle many issues from economy to politics. Azerbaijan has been one of the countries that started the independence process with problems. With independence period, a political instability has been experienced in Azerbaijan. In addition to economic problems, the effects of the massacres, made by the Armenians, gave rise to public dissatisfaction towards the government so that long-running governments could not be established in Azerbaijan. The political instability of Azerbaijan changed by Haydar Aliyev and he remained in power for 10 years. With this political stability, a new era began in Azerbaijan and many important developments were experienced in many areas, especially in economics. With the elections, held in 2003, Ilham Aliyev took over the power from his father and led Azerbaijan to many important levels as basically following the policies, his father determined. In this abstract, the effects of long-running political stability, established by father-son Aliyev's power, on the development of Azerbaijan will be emphasized. Additionally, negative results, which are derived from political instability, will be analyzed, moreover, how the retrogressive condition, which is led by political instability in a country, might be reversed with political stability to be established, will be explained. In the following part, it will be mentioned that how the latter Aliyev tries to maximize the return of political stability in Azerbaijan as mainly following his father’s policies.
